I hereby give My sanction to the Imperial Ordinance concerning the partial amendments to the Regulations governing the Organization of the Ministry Welfare and cause the same to be promulgated. Article 3. Ministry of Welfare shall have eight bureaus as follows: Public Health Bureau Medical Affairs Bureau Prevention Bureau Social Affairs Bureau Children Bureau Labor Administration Bureau Labor Bureau Social Insurance Bureau

Article 6-2. Children Bureau shall prosecute the following business: 1. Affairs concerning welfare of children. 2. Affairs concerning nurture, discipline and protection, etc. of children. 3. Affairs concerning public health and sanitation of children and pregnant and lying-in women. 4. Other affairs concerning children and also not belonging to the jurisdiction of other offices.

Article 10. The Ministry of Welfare shall have the following personnel: Welfare Secretaries: Full time service Secretaries (1st class) ......6 ,, ,, (2nd class) ....249 ,, ,, (3rd class) ....845 Welfare Technicians: Full time service Technicians (1st class) ....3 ,, ,, (2nd class) ..1,810 (28 of them may be promoted 1st class) ,, ,, (3rd class) ... 511

Supplementary Provision: The present Ordinance shall come into force as from the day of its promulgation.
