I hereby give My sanction to the Imperial Ordinance concerning the enforcement of Article 2, item 2 of Imperial Ordinance No. 567 of 1946 (concerning the restriction of securities holdings by companies, etc.), and cause the same to be promulgated.

a. Japan Coal Company, Ltd. (Nippon Sekitan K.K.)
b. Japan Fertilizer Company, Ltd. (Nippon Hiryo K.K.)
