I hereby give My Sanction to the Imperial Ordinance pertaining to punishment of those who induced a woman to commit prostitution under the Imperial Ordinance No. 542 of the twentieth year of Showa (1945) concerning the Orders to be issued in consequence of the Acceptance of the Potsdam Declaration, and cause the same to be promulgated.

Imperial Ordinance No. 9
Article 1. Any person who induces a woman to commit prostitution in an embarrassing way against her will, even if not by using violence or by intimidation, shall be sentenced to imprisonment with labour for not exceeding 3 years, or to a fine not exceeding 10,000 yen.
Article 2. Any person who makes a contract and agreement of letting a woman commit prostitution shall be sentenced to imprisonment with labour for not exceeding one year, or to a fine not exceeding 5,000 yen.
Article 3. Any person who attempts to commit crimes of the preceding two Articles shall be punished.
Supplementary Provisions:
The present Ordinance shall come into force as from the day of its promulgation.
The following amendment shall be made to the Law for the Execution of Administration:
In Art. 2, "unlicensed prostitution" shall read "prostitution."
In Art. 3, "one who commits unlicensed prostitution" shall read "one who commits prostitution," and "unlicensed prostitution" shall read "prostitution."
