The Government shall grant in lump sum 70 to 130 per cent of thier one month total allowance, to government service officials and those treated as such, and unclassified officials, junior clerks, auxiliary workers, and crafts who are in the regular service at the time of enforcing the present Law;provided, however, that the total average of the above shall not be in excess of 100 per cent.

Necessary details concerning the coverage of payment and rates of the present allowance, and of administrative details to issue out the present lump sum grant prescribed in the foregoing paragraph shall be prescribed by the Ministry of Finance.
