I hereby promulgate the Law concerning the partial amendments to the Ship's Law and the Safety of Vessels Law.

Article 1. The following partial amendments shall be made to the Ship's Law:
The following two paragraphs shall be added to Article 21.
In the Order as mentioned in the preceding paragraph, necessary penal regulations may be provided for.
The penalty which may be provided for by the penal regulations in the preceding paragraph shall be liable to a fine not exceding 1,000 yen.
Article 21-(2). The Marine Authorities may, whenever deemed necessary for the ship's tonnage, registration or mark, cause the competent official to visit and inspect the said ship. In this case, the competent official shall carry with him a card testifying to his official status.
In Article 22, Par.1, "not less than one hundred yen nor more than one thousand yen" shall read "ten thousand yen."
In Article 23, "not less than two hundred yen not more than two thousand yen" shall read "ten thousand yen."
Article 24. Any person who has defrauded the competent officials and made a false registration on the ship's register shall be liable to imprisonment with hard labor for a period of not less than two months not more than three years.
Any person who attempted the offence mentioned in the preceding paragraph and has not accomplished it shall be punished.
In Article 25, "not less than ten yen nor more than one thousand yen" shall read "ten thousand yen."
In Articles 26 and 27, "not less than five yen nor more than five hundred yen" shall read "five thousand yen."
Article 27-(2). Any person who has refused, disturbed or evaded the inspection as provided for in Article 21-(2) shall be liable to a fine not exceeding one thousand yen.
In Article 29, "the cases of complicity in the Criminal Code" shall read "the provisions of Arts.60 to 62 inclusive."
Article 30. The provisions of Article 27 shall, in cases where the shipowner is a minor or an interdict, apply to his legal representative;provided that this shall not apply to a minor who has the same ability as an adult in respect of business management
Article 2. The following partial amendments shall be made to the Safety of Vessels Law.
In Art.6, Par.1, "according to the provisions of Order shall be added next to" from the time of the commencement of its construction."
Next to Art.10, Par.2, "In this case, necessary matters shall be prescribed by Order" shall be daded.
Article 10-(2). The Marine Authorities shall deliver a Vessel Inspection Certificate to a vessel which has passed the first periodical inspection in order to record the matters concerning vessel inspection.
Article 10-(3). Necessary matters concerning the maximum number of persons allowee on board a vessel, limited steam pressure, a vessel inspection certificate, a special vessel inspection certificate and a vessel inspection card shall be prescribed by Order.
Next to Art.12, Par.1, the following one paragraph shall be added.
The Marine Authorities may, when deemed necessary, cause the shipowner or the shipmaster to make reports on the matters concerning the vessel's seaworthiness and the safety of human life in accordance with Orders.
In Art.14, "Imperial Ordinance" shall read Cabinet Order."
In Art.17, "not less than 100 yen and not exceeding 2,000 yen" shall read "10,000 yen."
In Art.18, "of not less than 100 yen and not exceeding 2,000 yen shall read" 10,000 yen "and in Item 1 of the same Article," except the case prescribed by Order "shall be added next to" a Vessel Inspection Certificate."
In Arts.19 and 20, "1,000 yen" shall read 5,000 yen."
In Arts.21 "500 yen" shall read "1,000 yen."
Article 21-(2). The shipowner or shipmaster who has not made reports as provided for in Art.12, Par.2 or made a false report shall be liable to a fine not exceeding 1,000 yen.
In Art.22, "500 yen" shall read "1,000 yen."
Article 24-(2). In the Orders as mentioned in Article 10, Par.2, Article 10-(3) and Article 28, necessary penal regulations may be provided for.
The penalty which may be provided for by the penal regulations in the preceding paragraph shall be liable to a fine not exceeding 5,000 yen.
In Art.25, "Hokkaido and other prefectures," shall read "Prefectures."
In Art.27, Par.1, "Imperial Ordinance" shall read "Cabinet Order" and Par.2 shall be deleted.
In Art.29, "Local governors" shall read "Governors of Tokyo-to, Hokkaido and other prefectures."
Supplementary Provision:
The present Law shall come into force as from January 1, 1948.
