I hereby give My sanction to the Law concerning the Diet Library for which the concurrence of the Imperial Diet has been obtained and cause the same to be promulgated.

THE DIET LIBRARY LAW
Article 1.　The Diet Library shall collect and preserve books and records, for the purpose of helping members of the Houses with investigations and research.
The Diet Library may be open to the use of the public, in accordance with regulations seperately made.
Article 2.　The Diet Library shall have following officials:
1.　Chief Librarian
2.　Assistant Librarian
3.　Secretaries
4.　Assistant Secretaries
5.　Clerks
The Chief Librarian and Assistant Librarian shall each be one (1) in number, and the fixed number of secretaries and other officials shall be decided upon by the Chief Librarian with the approval of the Library Management Committees of both Houses.
Article 3.　The Chief Librarian shall be appointed or dismissed by the Presidents of the Houses on their consultation from among the persons who have knowledge and experience suitable for, managing the library.
The Assistant Chief Librarian Secretaries and other Officials shall be appointed or dismissed by the Chief Librarian with the consent of the Presidents of the Houses.
The officials of the Diet Library shall not be, concurrently, members of the Diet or government officials.
Article 4.　The Chief Librarian shall supervise administration of the Library and direct the officials, under direction of the Presidents of the Houses.
Assistant Librarian and Secretaries shall take charge of the business of the Library, under the direction of the Chief Librarian.
Assistant Secretaries shall take charge of the business or technical matters, under direction and supervision of their superior officials.
Clerks shall attend to the business or technical matters, under direction and supervision of their superior officials.
Article 5.　In the case where the Chief Librarian is prevented from attending to his duties or the post is vacant, the Assistant Librarian shall perform the function of the Chief Librarian.
Article 6.　In order to divide the business of the Library, Divisions or Sections may be set up in the Library.
The allocation of business to Divisions and Sections, sectioning of each Division, and assignement of officials shall be determined by the Chief Librarian.
Article 7.　Regulations for the management of the Diet Library shall be made by the Chief Librarian with the approval of the Library Management Committees of the Houses.
Supplementary Provision:
The present Law shall come into force as from the day of enforcement of the Diet Law.
