I hereby give My sanction to the Law concerning the abolition of the Special Account Law for Public Loans and other four Laws etc. for which the concurrence of the Imperial Diet has been obtained, and cause the same to be promulgated.

Art. I. The following laws shall be abolished:
1.Special Account Law concerning Pcblic Loans.
2:Exchange and Trade Regulation Law concerning the establishment of Special Account Law relating to Regulation of Exchange and Trade.
3.Special Account Law concerning the fund of special properties.
4.Law concerning the Special Account for schools.
5.Law No.10 of the 13th year of Taisho (1934)(Enforcement of the Budget concerning the expenses for restoration of high schools from earthquake disaster).
Art.2. A part of the Special Account Law concerning the consolidated funds of National Bonds shall be amended as follows:
The provision of Art.2-2 shall be deleted.
In the provision of Art.2-3 ".... of the two preceding Articles" shall be amended to "according to the preceding Article or other laws."
Art.3. A part of the Law concerning Special Account for welfare insurance shall be revised as follows:
In Art.5 after the term ".... of the same enterprise" shall be added the term "expenses concerning the management of office."
In Art.6, the term "sanatorium expenses, welfare institution expenses of shipments insurance enterprises" shall be amended as "the expenses about the management, of office concerning shipmen's insurance, enterprises, sanatorium expenses, welfare institution expenses and...."
Art.18-2. The resurve tunds of, health insurance may be in accordance with the decision of Budget, transferred to business accounts to cover the expenses for welfare institution of health insurance enterprises.
Art.4. A part of the Special Account Law concerning the managemint of food shall be amended as follows:
"10 billion yen" in Art.4-2 shall be amended as "20 billion yen" .
Art.5. A part of Special Account Law concerning the regulation of demand and supply of wood and charcoal shall be amended as follows:
"80 million yen" in the proviso to Art.3 shall be amended as "511 million yen."
Art.6, A part of Law No.9 (Law concerning the expenditure for building and repairs in the special account) of the 6th year of Showa (1931) shall be amended as follows:
The proviso to Art.2 shall be deleted.
Art.7. A part of Law No.8 (Law concerning the partial abolition of transfer of National Debt Redemption Funds since the 7th year of Showa (1932) shall be amended as follows:
In Art.1, "and the fund for redemption of principal owing to the provision of Art.6-2 of the same law may be authorized to be transferred," shall be deleted.
Art.8. A part of Law No.5 of 1946 (Law concerning the borrowings for the payment of expenses for the Special Account for Imperial Railway and Transportation Enterprises in the 21st year of Showa) shall be amended as follows:
In paragraph 1, "2,550.2 million yen" shall be. amended as "4,274.7 million yen" and "864.8 million yen" as "1,530.4 million yen" .
In the same Article following paragraph shall be added. When the expenses which are paid with borrowings of paragraph 1 in the previous accounting of the Imperial Railway Account, and which have obligation of payment within 21st year of Showa, are transferred to the 22nd yea of Showa according to the provision of Art.6 in the proviso to the Special Account Law concerning the State Railway Enterprises, the borrowings may be made to cover the financial, ersource of transferring mounts;provided, however, that the amount, of the borrowings of Art.1 and Art.2 should not exceed over the limited amount provided in paragraph 1.
Art.9. The State may issue public loans or make borrowings to cover the shortage of financial source of expenses belonging to the general account in accordance with the provision of paragraph 2, Article 3 of Imperial Ordinance No.110, 1946.
The maximum amount of public loans and borrowings owing to the provision of preceding paragraph shall be voted by the National. Diet as a part of budget.
The State may make borrowings at the limit of 10 billion yen from Bank of Japan to cover the shortage of accounting of National Treasury Fund which is produced due to the temporary transferring of the National Treasury Fund to expense bedonging to the general paragraph according to the provision of paragraph 2, Article 3 of the Imperial Ordinance No,110, 1946.
Art.10. The funds of university and other schools which have been adjusted due to the provision of Art.5 and Art.17 of School Special Account Law, and which have been held at the form of cash or securities, shall become the funds belonging to the general account.
The funds provided in the preceding paragraph shall be called the funds of university and other schools.
The funds of university and other schools shall be controlled by the Minister of Education as prescribed by laws and orders.
The funds of university and other schools may be used as prescribed by the Budget.
The cash belong to the funds, of university and other schools shall be deposited in the Deposit Section of the Finance Ministry.
The necessary provisions in regard to the control, management and case of the funds, other than those prescribed in the preceding two paragraphs, shall be provided by Cabinet Order.
Art.11. The contribution for the encouragement of learning in Imperial University and other Universities and schools which are controlled directly by, the Ministry of Education, may be given to the universities and other schools concerned, and the accounting of the above contribution may by given in charge of president of chief of such schools.
As regards the balance of the disbursement of the contribution for the encouragement of learning, at the end of the fiscal year Showa 21, the accounting of which is entrusted according to the provision of Art.10 of School Special Account Law, the accounting of such a balance shall be regarded as to be entrusted according to the provisions in the preceding paragraph.
Art.12. Matters necessary for the enforcement of this Law shall be provided by Cabinet Order.
Supplementary Provisions:
Art.13. The present Law shall come into force as from April, 1, in the 22nd year of Showa (1947), provided, however, that the provisions of Art.5, Art.8, and paragraph 3, Art.9 shall come into force as, from the day of enforcement of this law.
Art.14. In regard to the settlement of the revenue and expediture in the fiscal year 1945-46 in each Special Account for public loans, regulation of exchange and trade, and schools and in regard to accounting and settlement of the revenue and expenditure in the same fiscal year, present law shall still prevail after the enforcement of this law.
Art.15. At the time of abolition of each Special Account for public loans, regulation of exchange and trade, and schools, the surplus produced at the result of settlement, funds (except each and securities concerning the funds of Special Account for school) and obligation belonging to these Special Accounts shall be transferred into general account.
Art.16. In the Budget of expenditure of the special account of school in 21st fiscal year of Showa, when the contruct has been made and the disbursement due to that contract has not been concluded, such unexpended amounts may be transferred to the general account according to the provision of Art.43 of Finance Law.
Art.17. The fiscal year of the Special Account for the funds of specical property shall continue to March 31 in the 22nd year of Showa.
The accounting business of revenues and expenditure belonging to the special account of the fund of special property shall, in accordance with provision of Cobinet Order, be ended by July 31 in the 22nd year of Showa (1947).
When the Special Account for the fund of special property is ablished, cash and obligation belonging to this special account shall be transferred to the general account.
The Cabinet shall prepare the settlement of revenue and expenditure of the Special Account of the fund of the special property and submit it to the National Diet accompanied with the settlement of revenue and expenditure of the general account of the 21st fiscal year of Showa.
