戦後の物価高騰により通信事業の経費が増大する一方で、収入が追いつかず赤字が続いている。昭和22年度の通信特別会計業務勘定における歳入不足は約53億円と推算され、事業運営の破綻が懸念される状況である。対策として事業運営の合理化や経費節減、サービス改善による増収を図るものの、限界があることから、通信料金の引き上げが適当と判断。郵便法に規定される通常郵便物の料金改定のため、法改正を行うものである。
