I hereby give My sanction with the advice of the Privy Council to Law on the Exception to the provisions of paragraph 1 of Article 7 of the Account Law, for which the concurrence of the Imperial Diet has been obtained, and cause the same to be promulgated.

Law No.9
The provisions of paragraph 1 of Article 7 of the Account Law shall not be applied to the General Account Budget of revenues and expenditures and Special Account Budget of revenues and expenditures, for the fiscal year of 1947-48 which are to be submitted to the present session of the Imperial Diet.
Supplementary Provision:
The present Law shall come into force as from the beginning of the present session of the Diet.
