I hereby give My sanction to the Regulations governing the Organization of the Statistics Committee and cause the same to be promulgated.

Organization of the Statistics Committee
Article 1. The Statistics Committee shall, under the control of the Prime Minister, take charge of planning the important statistics, examining plans of important statistics made by the government office concerned or others, assigning the government offices or the organizations to make important statistics, and investigating and deliberating upon the matters concerning the improvement and development of statistics.
Article 2. The Committee shall submit its opinions in response to the inquiry of the Minister concerned. The Committee may make proposals to the Minister concerned.
Article 3. The Committee shall consist of one President, one Vice-President and less than ten members.
Besides the number mentioned in the preceding paragraph temporary members may be set up, if it is deemed necessary.
Article 4. The presidency of the committee shall be held by the Prime Minister.
The post of Vice-President shall be held by the Director-General of the Economic Stabilization Board.
Members and temporary members shall be appointed by the cabinet from among persons of knowledge and experience through the recommendation of the Prime Minister to the Throne.
The term of office of members shall be two years, provided that they may be dismissed during their term if there arises a special incident.
Article 5. The President shall preside over the business of the Committee.
The Vice-President shall assist the President and act on his behalf in case he is prevented from performing his duties.
Article 6. The President may require the government office concerned to express their opinions or explanations, if he deems it necessary.
Article 7. The executive office shall be set up in the Committee. It shall take charge of the business concerning the Committee.
Article 8. The following staff shall be set up in the executive office:
Cabinet secretaries or Technical Officials of the Cabinet
full service 4 persons second class
Cabinet secretaries or Technical Officials of the Cabinet
full service 10 persons third class
The Director of the executive office shall be appointed from among the members of the Committee.
Article 9. In addition to the staff mentioned in the first paragraph of the preceding Article, the Cabinet may appoint cabinet secretaries from among the first or second class officials of the government office concerned, through the recommendation of the Prime Minister to the Throne.
Article 10. The Director shall preside over the executive office, direct and superintend the staff of the office, and shall take charge of the personnel affairs of the third class officials.
Supplementary Provisions:
This Imperial Ordinance shall come into force as from the day of its promulgation.
A part of the Regulation concerning the establishment of temporary staff in the Cabinet shall be amended as follows:
In Article 1, paragraph 3, "67 persons in full service, second class; 12 persons of them may be first class officials" shall be amended as "68 persons in full service, second class; 12 persons of them may be first class officials."
