I hereby give My Sanction to the partial amendments of the Imperial Ordinance regarding the Regulations governing the Organization of the Monopoly Bureau and cause the same to be promulgated.

The following amendments shall be made to a part of the Regulations governing the Organization of the Monopoly Bureau.
In Article 3, paragraph 1, "Division 2" shall read "Division 3," and "The Tobacco Department" shall read
The Manufacturing Department

In Article 4, regarding the number of secretaries of the Ministry of Finance, "85 persons in full service" shall read "109 persons in full service" and "2124 persons in full service" shall read "2478 persons in full service"; in the same Article regarding the number of technicians of the Ministry of Finance, "2 persons in full service" shall read "3 persons in full service," "108 persons in full service" shall read "144 persons in full service" and "864 persons in full service" shall read "966 persons in full service."
In Article 6, paragraph 1, "or technicians of the Ministry of Finance" shall be added after "secretaries of the Ministry of Finance."
In Article 8, "Branch offices and Monopoly Bureau Official's sub-branch offices" shall read "and branch offices."
