I hereby give My Sanction to the Ordinance concerning the Regulations governing the Organization of the Land Development Research Institute and cause the same to be promulgated.

Land Development Research Institute Organization
Article 1. The Land Development Research Institute comes under the management of the Minister of Agriculture and Forestry and shall take charge of the following affairs.
1. Investigations and researches concerning the agricultural development and utilization of land and water.
2. Investigations and researches concerning the farm management in the reclaimed land.
3. Investigations and researches concerning the farming households and settlements.
4. Training of the technical experts in reclamation.
5. Opening of short courses and lectures on reclamation.
Article 2. The following personnel should be attached to the Land Development Research Institute.
Secretaries or technical officials of the Ministry of Agriculture and Forestry.
Full service 1 person First class
Full service 7 person Second class
Full service 14 person Third class
Article 3. The President shall be nominated from among the secretaries or the technical officials of the first class of the Ministry of Agriculture and Forestry.
The President shall, under the direction and supervision of the Minister of Agriculture and Forestry, manage the affairs pertaining to the Institute.
Article 4. The Land Development Research Institute shall have councillors who are to participate in the affairs pertaining to the Institute.
The councillors shall be nominated by the Cabinet, through the recommendation of the Minister of Agriculture and Forestry, from among the officials of the first or the second class in service of the government offices concerned and from among the learned and experienced persons.
Article 5. The Land Development Research Institute shall have an expert committee who are to make special investigations.
The expert committee shall be nominated by the Minister of Agriculture and Forestry from among the learned and experienced persons.
Article 6. The Minister of Agriculture and Forestry may set up a branch of the Land Development Research Institute at any place deemed necessary, and order it to take partial charge of the affairs of the main office.
Article 7. The location of the Land Development Research Institute and the locations and names of the branches shall be fixed by the Minister of Agriculture and Forestry.
Supplementary Provision:
The present Ordinance shall come into force as from the day of its promulgation.
