I hereby give My Sanction to the Imperial Ordinance concerning the partial revision of the War Indemnity Special Measures Law Enforcement Regulations and cause the same to be promulgated.

Imperial Ordinance No. 578
War Indemnity Special Measures Law Enforcement Regulations shall be partly revised as follows:
In Art. 25, par. 1, "November 30" shall read "December 14."
Art. 41-(2) In case a taxpayer has deposited or trusted the money as acquired due to the payment of war indemnity claims (including therein the money as acquired due to the refund release or realization from blocked accounts) in banking institutions or post offices, if said deposit, savings or other credits money, has come to belong to the old account of banking institutions by virtue of the Law regarding the Emergency Measures for Accounts of Financial Institutions, or has become to belong to such old account of the postal savings as coming under cases provided for by the Minister of Finance, the taxpayer may transfer the deposit, savings and other credits referred to above, besides the property enumerated in each item of Art. 40 of the Law (hereinafter including credits arising out of the decontract or alteration of credits concerned) to the Government and appropriate the same for the payment of the war indemnity special tax pursuant to Art. 23, par. 1 of the Law.
In case deposits or savings are to be appropriated for the payment of the war indemnity special tax by virtue of the preceding paragraph, the valuation of said credits shall follow the amount of deposits or of savings.
Other necessary matters concerning par. 1, besides those prescribed in the preceding paragraph, shall be provided for by the Minister of Finance.
The following proviso shall be added to Art. 45.
However, in case the war indemnity special tax is to be paid by transferring said deposits, savings or other credits to the Government, it shall follow the determination as may be made by the Minister of Finance.
Supplementary Provision:
The present Ordinance shall come into force as from the day of its promulgation.
