I hereby give My Sanction to the Imperial Ordinance concerning the Organizations of the Industrial Association based upon the provisions of Article 2, paragraph 3 of the Temporary Demand and Supply Adjustment Law and others and cause the same to be promulgated.

Imperial Ordinance No. 522
Article 1. The Industrial Association (hereinafter to be called "Industrial Association") under the provisions of Article 2, paragraph 1 of the Temporary Demand and Supply Adjustment Law (hereinafter to be called Law) shall conform to the following principles:
(1) That "Industrial Association" shall be in the form of "Shadan Hojin" (established by the provisions of Article 34 of Civil Code), unjuridical persons who are, non-profit by their nature or Forestry Association in accordance with the Forestry Association Act.
(2) That the "Industrial Association" shall not be an Association established by Order of the government based upon any Law or Ordinance.
(The Forestry Association in the preceding item shall be exempted.)
(3) That such organizations shall impose no unreasonable restriction on applicants for membership or applicants for secession who are engaging or desire to engage in the trade with which such association is concerned.
Article 2. Such Industrial Association shall obey to the following items concerning allocation of materials:
(1) That "Industrial Association" shall not engage in purchase and sale of goods.
(2) That "Industrial Association" shall not accumulate such amount of money that beyond those actually necessary for the carrying out of their functions.
(3) That "Industrial Association" shall raise and spend no money except with the consent of the majority of the member thereof freely given at general meeting for which adequate notice has been given.
(4) That "Industrial Association" shall maintain modern standard books of accounts and preserve complete and accurate records of all funds raised and expended.
(5) That complete and accurate accounting of all actions taken by the "Industrial Association" shall be made, and their records made available for perusal or printing on the request of all interested persons concerned whether or not they are members of the association.
(6) That the election of officers and decisions about the standards of allocation of item 7 and all other important business shall be made by a mojority vote with one vote to each member at general metting taken after all pertinent information has been given in advance, to all members.
(7) That standard of allocation of materials shall be fixed to apply fairly and equitably to all who demand allocation.
Article 3. When the "Industrial Association" fails to conform to the principles mentioned in Article 1 or violate the items mentioned in Article 2, the competent Minister may nullify, the designation of Article 2, paragraph 2, of the Temporary Demand and Supply Adjustment Law.
Article 4. The competent Minister shall review the records of "Industrial Association" relating to allotments once every month.
Supplementary Provision:
The present Ordinance shall come into force as from the day of its promulgation.
