I hereby give My Sanction to the Imperial Ordinance concerning the partial amendment of the Regulations governing the Organization of Welfare Ministry and others, and cause the same to be promulgated.

Imperial Ordinance No. 517
Article 1. A part of the Regulations governing the Organization of Welfare Ministry shall be amended as follows:
Article 3. There shall be the following seven bureaus in Welfare Ministry:
Labour Administration Bureau
Article 4. Public Health Bureau shall take charge of the following:
1. Matters pertaining to the promotion of national health.
2. Matters pertaining to nutrition.
3. Matters pertaining to sanitation of food and drink and of environment.
4. Matters pertaining to qualitative elevation of population and to the preservation of national health and others that do not come under the jurisdiction of others.
Article 5. Medical Affairs Bureau shall take charge of the following:
1. Matters pertaining to medical and pharmaceutical affairs.
2. Matters pertaining to sanitary materials.
3. Matters pertaining to the medical treatment of patients who need to be treated medically by the State.
Article 5-(2). Prevention Bureau shall take charge of the following:
1. Matters pertaining to the prevention of diseases.
2. Matters pertaining to water-works and sewerage and cleaning hygiene.
Article 10. There shall be the following personnel in Welfare Ministry:
Secretaries of Welfare Ministry:
Full-time service 5 persons 1st class.
Full-time service 249 persons 2nd class.
Full-time service 854 persons 3rd class.
Technical Officials of Welfare Ministry:
Full-time service 2 persons 1st class.
Full-time service 1808 persons 2nd class. (Of these 28 may be made 1st class).
Full-time service 507 persons 3rd class.
Article 11-(2). There shall be in the Ministry of Welfare a number of hospital inspectors. The hospital inspectors shall be chosen from among the 2nd class of Technical Officials of Welfare. The function of the inspectors shall be to manage business to investigate and designate equipments necessary to practical training and to guide and supervise the actual training prescribed by the National Medical Treatment Enforcement Act by the orders of his superior.
Article 24. The Minister of Welfare may establish hospitals or sanatoria to make them take charge of a part of affairs concerning the patients who need to be treated medically by the state. Their names and sites shall be settled by the Minister of Welfare.
The directors of hospitals or sanatoria shall be appointed from among the technical officials of the 1st or the 2nd class of Welfare Ministry.
Article 25. Matters necessary for the range of patients prescribed in Article 5 shall be settled by the Minister of Welfare.
Article 2. A part of the Regulations governing the Organization of Repatriation Relief Board shall be amended as follows:
The number of Secretaries of Welfare Ministry stipulated in the Article 2 as "

In paragraph 1 of Article 4 "Medical Treatment Bureau" shall read "Quarantine Bureau," and in paragraph 3 of Article 6 "Director of Medical Treatment Bureau" shall read "Director of Quarantine Bureau."
Article 3. A part of Ordinance concerning Official Distinction of Shinnin Officials and Others shall be amended as follows:
In the Table for Officials Distinction of Shinnin Officials and Others at Welfare Ministry, the paragraphs relative to the Director of National Hospitals Board, and the Vice-Director of National Hospitals Board shall be cancelled.
Supplementary Provisions:
This Imperial Ordinance shall come into force as from the day of its promulgation.
The Regulations governing the Organization for National Hospitals Board shall be abolished.
At the time of the enforcement of this Imperial Ordinance, as for those who are at present in the service of National Hospitals Board, in case no warrant of appointment is issued, it shall be settled that they are ordered to be attached to Welfare Ministry.
