I hereby give My Sanction to the Regulations governing the Organization of the Reconversion Finance Commission and cause the same to be promulgated.

Regulations governing Organization of Reconversion Finance Commission
Article 1. The Reconversion Finance Commission shall dispose of matters coming under its authority as prescribed in the provisions of the Reconversion Finance Bank Law.
In addition to the matter as prescribed in the preceding paragraph, the Commission shall, on the inquiry made by various Ministers concerned, investigate and deliberate upon important matters relating to the actual operation of the business of the Reconversion Finance Bank.
The Commission can refer to various Ministers concerned in respect to the matters prescribed in the preceding paragraph.
Article 2. The Commission shall have one Chairman, one Vice-Chairman and ten or less commissioners.
Article 3. Finance Minister shall be the Chairman of the Commission.
The Minister for State Affairs who is the President of Economic Stabilization Board shall be the Vice-Chairman.
Commissioners shall be composed of the following persons:
1. Various Ministers concerned, two.
2. The President of the Bank of Japan.
3. Persons of distinguished knowledge and experience, seven or less.
Commissioners shall be appointed except the person prescribed in Item 2 of the preceding paragraph by the Cabinet through the recommendation of Finance Minister to the Throne.
Article 4. The Chairman shall preside over the affairs of the Commission.
The Vice-Chairman shall assist the Chairman and act on behalf of the Chairman in case he is absent.
In case both the Chairman and Vice-Chairman are absent, the person nominated by the Chairman shall act on behalf of them.
Article 5. The Commission shall have managers.
The managers shall be appointed by the Cabinet through the recommendation of Finance Minister to the Throne.
The managers shall settle the general affairs of the Commission under the direction of the Chairman.
Article 6. The Commission shall have secretaries.
The secretaries shall be appointed by Finance Minister.
The secretaries shall manage the general affairs of the Commission under the direction of the senior persons.
Supplementary Provision:
The present Ordinance shall come into force as from the day of the Emforcement of the Reconversion Finance Bank Law.
