朕は、電氣通信委員會官制を裁可し、ここにこれを公布せしめる。
I hereby give My Sanction to the Regulations governing the Organization of the Telecommunication Committee and cause the same to be promulgated.

電氣通信委員會官制
Organization of the Telecommunication Committee
第一條　電氣通信委員會は、遞信大臣の監督に屬し、その諮問に應じて、各般の電氣通信業務の運營及び電氣通信施設の建設保存に關する計畫の調整竝びにその實施に關する事項を調査審議する。
Article 1.　The Telecommunication Committee shall be subject to the superintendence of the Minister of Communications, and in compliance with the said Minister's inquiry, shall investigate and consider the matters pertaining to the operation of various telecommunication services, and coordination and execution of plans of construction and maintenance of telecommunication facilities.
委員會は、前項の外、電氣通信機材の需要量及び需要順位等について、關係各大臣に建議することができる。
The said committee may, besides matters prescribed in the preceding paragraph, make suggestion as to demands and priorities for telecommunication equipments to ministers concerned.
第二條　委員會は、會長一人及び委員十人以內で、これを組織する。
Article 2.　The committee shall be composed of one chairman and members not more than ten persons.
特別の事項を調査審議するために必要があるときは、臨時委員を置くことができる。
The committee may, if necessary, have temporary members to investigate and consider special matters.
第三條　會長は、遞信大臣を以て、これに充てる。
Article 3.　Minister of Communications shall be the chairman.
委員及び臨時委員は、遞信大臣の奏請により、關係各廳の官吏及び學識經驗のある者の中から、內閣で、これを命ずる。
The members and the temporary members shall be appointed by the Cabinet from among government officials and learned and experienced persons, in accordance with the recommendation of the Minister of Communications.
第四條　會長は、會務を總理する。
Article 4.　The chairman shall preside over the committee's business.
會長に事故があるときは、遞信大臣の指名する委員が、その職務を代理する。
In case any obstacle happens to the chairman, a member designated by the Minister of Communications shall perform the function of the chairman.
第五條　委員會に幹事を置く。
Article 5.　The committee shall have secretaries,
幹事は、遞信大臣の奏請により、內閣で、これを命ずる。
who shall be appointed by the Cabinet in accordance with the recommendation of the Minister of Communications.
幹事は、上司の命を承け、庶務を整理する。
The secretaries shall administer general affairs in compliance with orders of superior officials.
第六條　委員會に書記を置く。
Article 6.　The committee shall have clerks
書記は、遞信大臣が、これを命ずる。
who shall be appointed by the Minister of Communications,
書記は、上司の指揮を承け、庶務に從事する。
and shall take charge of general affairs in compliance with orders of superior officials.
附　則
Supplementary Provision:
この勅令は、公布の日から、これを施行する。
The present Imperial Ordinance shall come into force as from the day of its promulgation.
