I hereby give My Sanction to the Imperial Ordinance concerning the partial amendments of the Ordinance Regarding Reports on Quantities, etc. of Precious Metals under the Imperial Ordinance No. 542 of the twentieth year of Showa (1945) concerning the Orders to be issued in accordance with the acceptance of the Potsdam Declaration and cause the same to be promulgated.

Imperial Ordinance No. 456
Article 1. The following amendments shall be made to the Ordinance Regarding Reports on Quantities, etc. of Precious Metals.
In Article 2 "(excluding platinum bullion and alloys) or platinum, etc. (meaning platinum, ruthenium rhodium, palladium, osmium, iridium and iridosmin in bullion form or their alloys, and this will be the same hereafter)" shall be added after "the precious metals."
In Article 3 "(excluding platinum bullion and alloys) or platinum, etc." shall be added after "the said precious metals."
Article 2. The following amendments shall be made to the Imperial Ordinance No. 577 of the 20th year of Showa (1945) (regarding the Control of Transactions of Gold, Silver or Platinum).
In Paragraph 1 of Article 1 "platinum" shall read "platinum, etc. (meaning platinum, ruthenium, rhodium, palladium, osmium, iridium and iridosmin)."
Article 3. The following amendments shall be made to the Imperial Ordinance No. 578 of the 20th year of Showa (1945) (regarding the Restriction or Prohibition of the Import of Gold, Silver or Platinum Bullion or Alloys).
In Item 2 of Paragraph 1 of Article 1 "platinum" shall read "platinum etc. (meaning platinum, ruthenium, rhodium, palladium, osmium, iridium and iridosmin and this will be the same hereinafter)."
In Item 2 of Article 3 "platinum" shall read "platinum, etc."
Article 4. The following amendments shall be made to the Imperial Ordinance No. 656 of 1945 (regarding the Segregation and Preservation of Foreign Exchange Assets, etc.).
In Item 2 of Article 1 "platinum" shall read "platinum, etc. (meaning platinum, ruthenium, rhodium, palladium, osmium, iridium and iridosmin)."
Article 5. The following amendments shall be made to the Regulations on Refining and Certification of Fineness of Gold and Silver in Bullion Form.
The title shall read
"The Regulation on Refining and Certification of Fineness of Precious Metals in Bullion Form."
In Article 1 "and of platinum etc. (meaning platinum, ruthenium, rhodium, palladium, osmium, iridium and iridosmin, and this will be the same hereinafter)" shall be inserted after "gold, silver."
Article 2. The fineness of the bullion to be brought in to the Royal Mint for refining and certification of fineness shall be not less than 500 to 1000 fineness in gold or silver or gold and silver put together, or not less than 100 to 1000 fineness in platinum, etc., or not less than 500 to 1000 fineness in silver, gold and platinum, etc. put together, while the quantity shall be not less than 100 grams. The above restriction shall not apply to the bullion to be sold to the Government.
Article 6. The following amendments shall be made to the Imperial Ordinance No. 137, of the 14th year of Showa (1939) (regarding the Operation of Gold Fund).
In Item 1, "and platinum, etc. (meaning platinum, ruthenium, rhodium, palladium, osmium, iridium and iridosmin, and this will be the same hereinafter)" shall be added after "silver."
In Item 4, "silver or platinum, etc." shall be added after "gold."
Supplementary Provision:
The present Ordinance shall come into force as from the day of its promulgation.
