I hereby give My Sanction to the Regulations governing the Organization of the Postal Life Insurance and Annuity Enterprise Committee and cause the same to be promulgated.

Regulations governing the Organization of the Postal Life Insurance and Annuity Enterprise Committee
Article 1. The Postal Life Insurance and Annuity Enterprise Committee shall belong to the supervision of the Minister of Communications, and according to the provisions of Paragraph 1 of Article 28 (2) of the Postal Life Insurance Law, and Article 22 (2) of the Postal Annuity Law, shall investigate and deliberate upon matters set under the authority thereof.
The said Committee shall, besides matters prescribed in the preceding paragraph, investigate and deliberate upon the important matters pertaining to the management of Postal Life Insurance and Annuity in conformity with an inquiry by the Minister of Communications.
The said Committee may make suggestion to Ministers concerned with regard to matters prescribed in the preceding paragraph.
Article 2. The Committee shall be composed of members not more than forty (40) persons.
Article 3. Members of the Committee shall be as follows:
(1) Officials of Ministries concerned Not more than 7 persons
(2) Members of the House of Peers Not more than 5 persons
(3) Members of the House of Representatives Not more than 10 persons
(4) Scholars and experts Not more than 7 persons
(5) Persons recommended as representatives of policyholders recommended by bodies nominated by the Minister of Communications Not more than 11 persons
Article 4. Members of the Committee shall, through the recommendation to the throne by the Minister of Communications, be nominated by the Cabinet.
Terms of offices of members prescribed in from No. 2 to No. 5 of the preceding article shall be two (2) years.
Article 5. The Committee shall have a chairman who shall be mutually elected by members.
The chairman shall preside over the Committee business.
In case the chairman is prevented from discharging his duties, a member mutually elected from among the members shall perform the function of the chairman.
Article 6. The Minister of Communications, if necessary, may establish Subcommittees in the Committee and have them take over part of the Committee's duties.
Such Sub-committees shall have the chief executive who shall be mutually elected from among the members thereof.
Such members belonging to Sub-committees shall be nominated by the chairman.
Article 7. The Committee may, in accordance with the provisions thereof, make the decision made by the Sub-committees, the decision of its own.
Article 8. The Committee shall have secretaries,
who shall be appointed by the Cabinet through the recommendation to the throne by the Minister of Communications.
The secretaries shall administer general affairs in compliance with the orders of the chairman.
Article 9. The Committee shall have clerks
who shall be appointed by the Minister of Communications,
and shall take charge of general affairs in compliance with the orders of the chairman and secretaries.
Supplementary Provisions:
The present Ordinance shall come into force as from the day of its promulgation.
The following partial amendments shall be made to the Regulations governing Reserve Fund Operation of the Postal Life Insurance and Annuity.
"The Reserve Fund Operation Committee concerning Postal Life Insurance and Annuity" in Article 1 and Article 2 shall read "Postal Life Insurance and Annuity Enterprise Committee"
and from Article 6 to Article 10 inclusive shall be deleted.
