I hereby give My Sanction to the Imperial Ordinance concerning the Organization of the Local and House Rent Investigation Committee and cause the same to be promulgated.

Imperial Ordinance No. 444
Organization of the Local Land and House Rent Investigation Committee.
Article 1. The Local Land and House Rent Investigation Committee (hereinafter to be called the Investigation Committee) is subject to the Local Governor and its function is to make research and consideration on matters put under his authority according to the provisions of Article 15 of the Land and House Rent Control Ordinance.
Article 2. The Investigation Committee shall be established in every prefecture (the Okinawa Prefecture is exempt) and be entitled the name of the prefecture respectively.
Article 3. The Investigation Committee shall be composed of a President and members of more than nine and less than thirteen.
Article 4. The Local Governor shall be assigned to the charge of the President.
The Local Governor shall constitute the members out of the following persons.
1. The government officials of the authorities concerned.
2. The public officials of communities in the prefecture.
3. The landlords and tenants.
4. The learned and experts in the circle.
Article 5. The President shall preside over the administrations of the Investigation Committee generally.
The member nominated by the Local Governor shall not as his deputy when the President cannot take charge of his duties.
Article 6. The conference shall not be allowed to hold for any reason, unless more than half the members are present.
The decision of the Investigation Committee shall be made upon the opinions of more than half the members present. The President shall make the supreme resolution in the case where the number of pros and cons is equally divided.
Article 7. The Investigation Committee may take the opinions of the persons concerned or the other suitable persons or make actual research on the spot when necessary.
Article 8. A number of managers and clerks shall be in the service of the Investigation Committee and the Local Governor shall appoint them.
The managers shall make administration on general affairs by order of the President.
The clerks shall engage in the general affairs by order of the seniors.
Supplementary Provisions:
The present Ordinance shall come into force as from October 1, 1946.
The Regulations governing the Organization of the Land and House Rent Investigation Committee shall be abrogated.
