I hereby give My Sanction to the Regulations governing the Official Organization of the Establishment of a Board of Committee on Practical Training in Diagnosis, Medical Treatments, and Public Health Services and cause the same to be promulgated.

Imperial Ordinance No. 408
Regulations governing the Official Organization of a Board of Committee on Practical Training in Diagnosis, Medical Treatments and Public Health Services.
Art. 1. This Board of Committee on Practical Medical Training shall be under control of Minister of Welfare. The function of this board of Committee shall be to investigate and discuss, important matters pertaining to practical medical training as directed by Minister of Welfare, according to Paragraph 1 of Art. 1 of the National Medical Treatment Act Enforcement Regulations.
Art. 2. There shall be thirteen (13) members in the Board and one of which shall be Chairman of the committee.
Art. 3. Two (2) of the committeemen shall be assigned to those who are in positions of Director of Health Bureau, Ministry of Welfare and Director of School Education Bureau, Ministry of Education. And of the other committeemen, one (1) person who is in position of President of Japan Medical Practitioners Society and five (5) persons, who are elected from the directors or the professors being medical men of the medical departments of universities or the medical colleges, and five (5) persons, who are in positions of heads of hospitals and are not professors or personnel of the medical departments of universities or the medical colleges and are considered to be proper by Minister of Welfare, shall be appointed the committeemen by the Cabinet through the recommendation of Minister of Welfare according to the provisions fixed by Minister of Welfare.
Art. 4. The chairman of Committee shall be chosen from among the Committee members by mutual election precluding the first three (3) members mentioned in Article 3.
Art. 5. The chairman of the Committee shall preside the Board and supervise the matters concerning the Board.
In case of absence of the chairman, he shall be represented by a committee member in order of the appointment as described in the preceding Article.
Art. 6. The term of office of the chairman of committee shall be one (1) year.
The term of office of all committeemen except the committeemen being Director of Health Bureau, Ministry of Welfare, Director of School Education Bureau, Ministry of Education and President of Japan Medical Practitioners Society shall be two (2) years. However, the term of office of a half of the committeemen who are appointed first shall be one (1) year and the half shall be decided by lot.
A committeeman shall not be in his office continuously after the expiration of his term of office.
The term of office of the chairman of committee who is a substitute shall be the remaining term of office of each predecessor respectively.
Art. 7. There shall be appointed one secretary, and he shall be appointed by the Minister of Welfare from among the 2nd class officials of Ministry of Welfare.
Art. 8. There shall be appointed a clerk who shall assist the secretary in the disposition of general affairs of the Board. He shall be chosen by the Minister of Welfare from among the 3rd class Officials of the Ministry of Welfare.
Supplementary Provision:
This Imperial Ordinance shall come into force as from September 1, 1946.
