I hereby give My Sanction to the Imperial Ordinance concerning the Regulations governing the Organization of the Educational Reform Committee and cause the same to be promulgated.

Organization of the Educational Reform Committee
Article 1. The Educational Reform Committee, under the jurisdiction of the Prime Minister, shall investigate and deliberate upon important educational matters.
The Committee shall report to the Prime Minister the results of the investigation and deliberation concerning the above matters as well as other important educational matters referred to by the Prime Minister.
Article 2. The Committee shall consist of a chairman, a vice-chairman and less than 50 permanent members.
Temporary members may be appointed as occasion requires for investigating and deliberating on special matters.
Article 3. The permanent and temporary members shall be appointed by the Cabinet upon the recommendation of the Prime Minister from among the learned and experienced persons of the political, educational, religious, cultural, economic and industrial circles, etc.
Article 4. The chairman and the vice-chairman shall be elected by mutual vote of the members of the Committee.
The tenure of both the chairman and the vice-chairman shall be one year, though they may be reelected.
Article 5. The Chair-man shall have general control over the Committee affairs.
The Vice-Chairman shall assist the chairman, and act for him during his absence.
Article 6. The committee may request Ministers concerned and their representatives to attend meetings and give their opinions.
Ministers concerned may attend the meeting and state their opinions. They may also order officials of their respective Ministries to attend the meeting and give their opinions.
Secretaries shall be appointed by the Cabinet on the recommendation of the Prime Minister.
They shall take charge of general affairs by order of the higher authority.
Article 8. Clerks shall be appointed to the Committee.
Clerks shall be appointed by the Cabinet.
They shall be engaged in general affairs under the direction of the superiors.
Supplementary Provision:
This Ordinances shall come into force as from the date of its promulgation.
