I hereby give my Sanction to the Imperial Ordinance concerning the amendments to be made to the Attire Rules for Police and Fire-brigade officials and cause the same to be promulgated.

ATTIRE RULES FOR POLICE AND FIRE-BRIGADE OFFICIALS
The attire rules for police and fire-brigade officials shall be amended as related in the annexed sheet.
Supplementary provisions:
This Ordinance shall come into force as from August 1, 1946.
The undermentioned Imperial Ordinances shall be abolished:
Attire Rules for Police Constables.
Attire Rules for Fire-brigade Sergeants.
Attire Rules for Police & Fire-brigade Officials & Temporary Exceptions to the Attire Rules for Police Constables and Fire-brigade Sergeants.
The Attire Rules valid heretofore may be applied for the time being. However, sabres and dirks shall not be worn except in the case as related in Item 6 of the remarks columns in the annexed sheet.
Specical service-cap, cold and fire-protection attires and bullet-proof paraphernalia designated at the sanction of the competent minister in accordance with the provisions valid heretofore shall be deemed as those approved by the Minister of Home Affairs.

Shoulder-insignia
Outer verge of the shoulder-strap is sewed into the seam at the shoulder part: the collar side secured with a golden button and at the portion close to the outer verge, a rising-sun insignia is affixed. Golden metallic rising-sun insignia is for 1st & 2nd class officials, & as for 3rd class officials, silver metallic rising-sun insignia is for inspectors and assistant-inspectors and silver cloth insignia for sergeants and constables. Same as described on the left. However, the wordings "inspts." & "Asst.-inspts." shall be "Fire-brigade (hereunder abbreviated as "F.B.") "Inspts." "F.B. Engineers" & "F.B. Asst.-Inspts." "F.B. Asst.-Engineer and "Sergeants" & "Constables" shall be "F.B. Special Sergeants" & "F.B. Sergeants."
Front
Four golden buttons with rising-sun insignia are affixed in a row. Two pockets on both sides, each having two lines of tuck and a flap and secured with a golden button. Figure & measure as per the illustration.

Rank-insignia
In the case of 1st & 2nd class officials and inspectors & asst.-inspectors out of the 3rd class officials, a black background, both ends of which are embroidered with golden stripes & plain-woven golden stripes and a silver rising-sun insignia affixed at the centre, is sewed to the upper part of the right side upper pocket. For sgts. and constables, a mountain-shaped stripe made with yellow coloured cloth and a silver rising-sun insignia are affixed on the left arm. Figure and measure as per the illustration.
Same as described on the left. However, the wordings "Inspts." and "Asst.-Inspts" shall be "F.B. Inspts." "F.B. Enginner" & "F.B. Asst.-Inspts." "F.B. Asst.-Engineers" and "Sergeants" and "Constables" shall be "F.B. Spl. Sgts." & "F.B. Sgts." The mountain-shaped stripe is green in colour.
Arm-insignia
On the upper part of the rank-insignia affixed on the left upper arm part, an arm-insignia with yellow background on which red-designs are ornamented is affixed. Figure and measure as per the illustration.
Sleeve-insignia
Diagonal-threaded gold stripe, black stripe & golden rising-sun insignia are affixed. However in the case of sergeants, diagonal threaded silver stripe is affixed instead of the gold stripe. The rising-sun insignia is not affixed to asst.-inspts.' & sergeants' and diagonal threaded golden stripe and the rising-sun-insignia are not affixed to constables.' Making
Round shape with a black leather visor and chin-strap. Both ends of the chin-strap are secured with golden buttons with rising-sun insignia on both sides of the cap. In summer, the cap may be covered with brown cloth. Figure & measure as per the illustration.

Badge
A golden rising-sun insignia is embraced by gold braided cherry-blossoms. Background thereof is dark blue or black serge. Around the cap is attached a black coloured diagonal-striped braid and diagonal-threaded gold stripe. However, for Asst.-inspts., sergeants and constables, the diagonal-threaded gold stripe is not affixed. Figure & measure as per the illustration.
Same as described on the left. However, the diagonalstriped braid is dark purple in colour. The wordings "Asst.-inspts.", "Sgts." & "Constables" shall be "F.B. Asst.-inspts." "F.B. Asst.-Engrs." "F.B. Spl. sgts." & " F.B. Sergeants."
Class "A" Great-coat

Dark blue serge.

Making
Lapel shape. Breast is double with six golden buttons with rising-sun insignia affixed in two rows. A 150 mm. cut is made vertically at the right hip-bone portion and pockets are affixed one each on both sides & with flaps. At the small part of the back is affixed an adverse U shaped belt, with three buttons each affixed on each of the side cloths and two buttons on the middle cloth. However, for sgts.' and constables', the side cloths are not affixed and the number of button for the middle cloth is only one. The lower end of the skirt is about 240 mm. above the boot-ankle and the rear of the skirt is divided in two and affixed with four black buttons. At the collar part, five black buttons are affixed for securing the hood and the hood is affixed with a nose-protector and three black buttons. A diagonal-threaded gold stripe and golden rising-sun insignia are affixed on the sleeves. However, insignia is not affixed to asst.-inspts.' and the diagonal-threaded gold stripe to sergeants' and constables'. Figure & measure as per the illustration.
Same as described on the left. However, the wordings "Sergeants" and "Constables" shall be "F.B. Spl. sgts." and "F.B. Sgts.", and "Asst.-inspts." shall be "F.B. Asst.-Inspts." & "F.B. Asst.-Engineers" and an arm-insignia is affixed on the left upper arm. The arm-insignia is same as that regulated as of the tunic.
Clothing-material
Dark blue serge or black water-proof cloth.

Making
Long mantle shape and the length at discretion. The collar is of lapel shape and on the breast are affixed three black coloured concealed buttons. Hood and hood-securing buttons are same as in the case of Class "A" great-coat. Figure as per the illustration.

Round truncheon made with hard wood. 10 stripes of slip-prevention grooves are engraved on the grip part and a leather-cord attached to the grip-end. Figure & measure as per the illustration.

Remarks:
1. Special trousers are worn when boots, leggings or gaiters are used.
2. According to circumstances surrounding the locality or nature of duties, police baton or stick may not be carried when not required.
3. According to circumstances surrounding the locality or nature of duties, when any special service-cap, cold or fire-prevention attire or bullet-proof paraphernalia is required to be used, the Cho, Fu and Ken governors may designate their style at the sanction of the Home Minister.
4. When any special necessity occurs, the Home Minister may designate temporary exceptions as of the clothing-material and materials for accessories, out of the attires provided as per this Imperial Ordinance.
5. Police officials are to carry pistols. However, when they are not required according to the nature of duties, the pistols may not be carried.
The necessary matters relating to the style of the pistols, are designated by the Home Minister for the time being.
6. When any special necessity occurs from the surveillance point of view, the sabres or dirks used as per the provisions valid heretofore, may by worn for the time being.
