I hereby give My Sanction to the Imperial Ordinance concerning Professor Emeritus at the Imperial University and others and cause the same to be promulgated.

Imperial Ordinance No. 353
On those professors of the Imperial Universities and government or public universities who have rendered meritorious services either as instructors or scholars, and of the preparatory departments or Semmonbu (the special course attached) to the Imperial Universities and government or public universities and of the government or public higher schools, higher-grade schools, and teachers training institutes who have rendered meritorious services as instructors, upon recommendation by the Education Minister to the Throne, the title of "Professor Emeritus" can be conferred.
The said professor emeritus is treated as official of the first grade.
Supplementary Provisions:
The present Ordinance shall come into force as from the day of its promulgation, except for Paragraphs I & II and that part of Paragraph II of the Supplementary Provisions concerning the professor emeritus of the public university, and Paragraph VI, which shall apply on and after April 1, 1946.
The Imperial Ordinance No. 124 of 1914, No. 152 of 1915, shall be abrogated.
Part of the Imperial University regulations shall be amended follows:
Article XIII shall be deleted.
The Imperial Ordinance No. 234 of 1931 shall be partially amended as follows:
The following paragraph shall be added thereto.
The said professor emeritus is treated as official of the first grade.
The Imperial Ordinance No. 1155 shall be partially amended as follows:
The following paragraph shall be added thereto.
The said professor emeritus shall be treated as official of the first grade.
Those who possessed the title "professor emeritus" of the public universities on April 1, 1946, shall be regarded as having had the title conferred on the same date according to the new Ordinance.
Those who possessed the title "professor emeritus" of the Imperial Universities, the Higher Normal Schools or other schools under direct control of the Education Ministry at the date of the enforcement of the present Ordinance, shall be regarded as having had the title conferred according to this new Ordinance.
