Imperial Ordinance No. 348
The Regulations concerning the Organization and Function of the Temporary Committee for the Investigation of Legal Systems.
Article 1. The Temporary Committee for the Investigation of Legal Systems is placed under the supervision of Prime Minister, and, upon the inquiry made by the Prime Minister, deliberates upon the important matters concerning the arrangement of various legal systems resulting from the amendments of this Imperial Constitution.
Article 2. The Committee consists of one Chairman, one Vice-Chairman and Committee-members.
Article 3. The position of Chairman is filled by the Prime Minister.
The position of Vice-Chairman is filled by a Minister of State.
The Committee-members are appointed by the Cabinet upon the recommendation of the Prime Minister.
Article 4. The Chairman presides over the functions of the Committee.
The Vice-Chairman renders assistance to the Chairman, and, in case some hindrance occurs to him, fulfils his function on his behalf.
Article 5. The Prime Minister, in case of necessity, may set up sub-committees in the Committee and cause them to discharge some parts of the function assigned to the Committee.
The sub-committees shall have chiefs, of which the position shall be filled by either the Vice-Chairman or Committee-members as are nominated by the Prime Minister.
The Committee members to be attached to sub-committees shall be nominated by the President.
Article 6. The Committee can make the resolutions of the sub-committees the resolutions of the same committee according to its provisions.
Article 7. The Committee shall have Chief Secretary and Secretaries.
The position of Chief Secretary is filled by the Director of the Legislative Bureau.
The Secretaries are appointed by the Cabinet upon the recommendation of the Prime Minister.
The Chief Secretary and Secretaries arrange the general affairs by order of the senior officials and research or plan for the matters to be discussed in the meeting.
Article 8. The Committee shall have a manager, who shall be nominated by the Cabinet.
The Manager transacts the general affairs under the guidance of the seniors officials.
Supplementary Provision:
The present Ordinance shall come into force as from the day of its promulgation.
