I hereby give My Sanction to the Imperial Ordinance concerning the partial amendments to the Official Organization of the Public School and cause the same to be promulgated.

Imperial Ordinance No. 334
The "Public School" (Koritsu-gakko) Organization Ordinance shall be amended as follows:
Chapter 5 The Elementary School
Art. 20. The Elementary School shall have following staff:
Principal.
Prefectural Instructors (formerly "kundo," i.e. elementary school teachers)
Prefectural Technicians
The last-mentioned shall be of the Third Grade, and be made responsible for the physical welfare of pupils.
In addition to the above, the school may have assistant instructors.
The assistant instructors at the order of the principal, shall help the instructors in their work.
Art. 21. The principal of an elementary school shall be appointed from among prefectural instructors and is responsible to the competent prefectural governor. He shall take charge of the general school affairs and shall superintend the staff under him.
Art. 22. Article 19 shall also apply to the appointment and discharge of the elementary school teachers.
Art. 23. The mayor or the director of the school union of the city, town, and village may submit to the competent prefectural governor the report concerning the appointment and discharge of teachers in the elementary schools founded by the municipality or the said school union of the city, town, and village.
Chapter 6 Public Kindergarten
Art. 24. Public Kindergarten shall have the following staff:

Art. 25. The headmaster of a public kindergarten shall be appointed from among prefectural instructors of the Third Grade, and is responsible to the competent prefectural governor. He shall take charge of the general school affairs and shall superintend the staff under him.
The above-mentioned instructors shall be of the Third Grade and made responsible for the physical and spiritual training of young pupils.
Art. 26. Art. 19 and 23 shall also apply to the appointment and discharge of the kindergarten teachers.
Chapter 7 Miscellaneous Provisions
Art. 27. The fixed number of full-time teachers of "public schools" shall be decided by the Education Minister excepting otherwise fixed.
In the third paragraph of the Supplementary Provisions "and the salaries, treatment, appointment and discharge, and the limitation of their qualifications" shall be deleted.
Supplementary Provisions:
The present Ordinance shall come into force as from the day of its promulgation.
The "public schools" shall temporarily may not have prefectural technicians, in spite of the new provision of Art. 20, Paragraph 1.
The current suspension period of those elementary school teachers who are studying at the present date in the government institutions for the training of teachers shall be as previously fixed in spite of the new provision set forth in the third paragraph of the Supplementary Provisions of the present Ordinance.
Those who at the present date hold the posts listed in the second column of the following table in the "public" elementary schools or kindergartens, shall understand, in case they receive no official announcement to that effect, that they have been reappointed to those posts listed in the third column, and that those who have been given similar treatment to the Sonin rank are now made officials of the Second Grade with posts in the fourth column, while those who have been given similar treatment to the Hannin rank are now made officials of the Third Grade with posts in the fourth column. Those who occupy the posts listed in the second column in the "public" elementary schools or kindergartens and at the present date are suspended from office, shall understand, in case they receive no official announcement to that effect, that they have been re-appointed, suspended as they are from office, to the corresponding posts listed in the third column of the following table, and that as to their new official grade the foregoing shall also apply in their case.

The foregoing provisions shall not nullify those governing the qualifications of appointment and grading of government officials.
Those who are at the present date teaching in the elementary schools or public kindergartens shall understand, in case they receive no official announcement to that effect, that their current salary shall be re-numbered by the new system, though the same in amount if there is a corresponding sum, and that in absence of a corresponding sum they shall continue to get the current salary.
The above-mentioned "salary" includes the regular monthly pay, (in the case of the annual salary one twelfth of the amount) plus one twelfth of the long service allowance provided for by Art. 6 of the Public School Teachers' Salary Regulations which remain in force by the third paragraph of the Supplementary Provisions to the Public School Organization Ordinance.
The Imperial Ordinance No. 75 of 1926 is hereby abrogated.
