I hereby give my sanction to the Ordinance concerning the amendments, to part of Regulations governing Temporary Establishment of Personnel in Ministry of Home Affairs and Others and cause the same to be promulgated.

Imperial Ordinance No. 308
Article 1. The following amendments shall be made to part of Regulations governing Temporary Establishment of Personnel in the Ministry of Home Affairs:
"165 (full time)" shall read "167 (full time)" and "742 (full time)" shall read "750 (full time)."
Article 2. The following amendments are made to part of Regulations governing Organizations and Functions of the Local Government of Tokyo Metropolis:
In Article 1-2, "not more than 292 (full time)" shall read "not more than 293 (full time)," "not more than 493 (full time)" shall read "not more than 494 (full time)" and "not more than 4,033 (full time)" shall read "not more than 4,036 (full time)."
Article 3. The following amendments shall be made to part of Regulations governing Organizations and Functions of the Local Government of Hokkaido:
In Article 1-2, "not more than 121 (full time)" shall read "not more than 122 (full time)" and "not more than 780 (full time)" shall read "not more than 783 (full time)."
Article 4. The following amendments shall be made to part of Regulations governing Organizations and Functions of Prefectures:
In Article 2, "not more than 954 (full time)" shall read "not more than 959 (full time)," "not more than 4,332 (full time)" shall read "not more than 4,376 (full time)" and "not more than 26,645 (full time)" shall read "not more than 26,709 (full time)."
Article 5. The following amendments shall be made to part of Regulations governing Temporary Establishment of Personnel, etc., in To-Cho-Fu-Ken (Tokyo Metropolis, Hokkaido and Prefectures):
In Article 1, "554 (full time)" shall read "553 (full time)."
In Article 1-3, "2,172 (full time)" shall read "2,169 (full time)."
In Article 1-4, Par. 1, "530 (full time)" shall read "527 (full time)" and "5,105 (full time)" shall read "5,092 (full time)."
Article 1-5 shall be made Article 1-6 and those below be moved down in due order as far as Article 1-7.
Article 1-5. The Local Governments of Tokyo Metropolis, Hokkaido and Prefectures may have the following personnel to transact the business relating to the prevention of cattle plague.
Technical Officials of Local Government:
Not more than 3 (full time), 2nd rank.
Not more than 31 (full time), 3rd rank.
The full strength of personnel prescribed in the preceding paragraph at each Local Government of Tokyo Metropolis, Hokkaido, or Prefectures shall be determined by the Minister of Home Affairs.
In Article 5, Par. 4, next to "Secretaries of Local Government or Technical Officials of Local Government" shall be added.
Article 6. The following amendment shall be made to part of Regulations governing the Organization of Reconstruction Board:
In Article 2, "414 (full time)" shall read "412 (full time)."
Article 7. The following amendment shall be made to part of Regulations governing the Organization of Local City-planning Committee:
In Article 19, "in this ordinance" shall read "in this ordinance with the exception of the provisions of Article 17."
Article 8. The following amendment shall be made to part of the Imperial Ordinance No. 624 of 1945:
In Paragraph 1, "Article 10" shall read "Article 8."
Article 9. The following amendment shall be made to part of Ordinance concerning the Organization of Quasi Local Government Officials:
Article 12, Par. 1, Item 5 shall be amended as follows:
Article 10. The Regulations concerning Organization of Personnel for the Prevention of Cattle Plague shall be deleted.
Supplementary Provisions:
The present Ordinance shall come into force as from the day of its promulgation.
The official who is in the office of personnel according to Regulations concerning the Personnel for Prevention of Cattle Plague at the time of the promulgation of the present Ordinance shall be regarded, when he has not received written appointment, as having been appointed Technical Official of Local Government and conferred 2nd grade, if treated as 2nd grade official or conferred 3rd grade if treated as 3rd grade official. The salary shall be paid to the said official in "goho" (based on the salary previously received in case of absence of "goho" corresponding to the amount of salary actually received) corresponding to the amount of salary actually received (in the case of annual salary, the amount corresponding to one-twelfth of that amount).
The official who is in the office of personnel according to Regulations concerning the personnel for Prevention of Cattle Plague and is on the suspended list at the time of enforcement of the present Ordinance shall be regarded, when he has not received written appointment, as having been appointed, just as he is, Technical Official in accordance with the preceding paragraph and having been conferred corresponding grade.
The regulations in the preceding two paragraphs shall not interfere with the adoption of the regulations concerning the qualification for appointment and conferment of government officials.
