I hereby give my sanction to the Ordinance concerning the amendment of the Law concerning the Special Measures for Munition Financing and Others, under the Imperial Ordinance No. 542 of the twentieth year of Showa (1945) concerning the order to be issued in accordance with the acceptance of the Potsdam Declaration and cause the same to be promulgated.

Article 1. The following amendments shall be made to a part of the Law concerning Special Measures for Munition Financing and others.
The caption shall be amended as follows:
The Special Act relating to the Banking Law and others.
Article 1 to Article 15 inclusive, Article 19, Article 22 and Article 23 shall be subtracted, and Article 16 shall be Article 1 and hereafter down to Article 18, fifteen articles shall be carried forward and Article 20 shall be Article 4.
In Article 21, "enterprisers" shall be amended as "enterprisers designated by orders", and the said Article shall be Article 5,
Article 24 shall be Article 6.
Article 2. The following amendments shall be made to a part of the Enforcement Ordinance of the Law concerning the Special Measures for Munition Financing and others.
The caption shall be amended as follows:
The Enforcement Ordinance of the Special Act relating to the Banking Law and others.
Article 1 to Article 5 inclusive, Article 9 to Article 12 inclusive, Article 15, Article 16 and Article 18 shall be subtracted.
In Article 6, "Article 16 of the Law concerning the Special Measures for Munition Financing and others" shall be amended as "Article 1 of the Special Act relating to the Banking Law and others" and the said Article shall be Article 1.
In Article 7, "Article 17 of the Law concerning the Special Measures for Munition Financing and others" shall be amended as "Article 2 of the Special Act relating to the Banking Law and others" and the said Article shall be Article 2.
In Article 8, "Article 18 of the Law concerning the Special Measures for Munition Financing and others" shall be amended as "Article 3 of the Special Act relating to the Banking Law and others" and the said Article shall be Article 3.
In Article 13, "and dispose of the business stated under Article 9 Item 1 of the Law concerning the Special Measures for Munition Financing and others for the enterprisers in charge" shall be subtracted and the said Article shall be Article 4.
Article 14 shall be Article 5.
In Article 17, "in Article 9" shall be amended as "in Article 9 of the said Law" and the said Article shall be Article 6.
In Article 19, "the Minister of Finance and the Minister of Agriculture and Commerce for the Central Bank of Industrial and Commercial Association, the National Reconstruction Bank, the Prefectural Agricultural Associations, and the Urban Agricultural Associations" shall be amended as "the Minister of Finance and the Minister of Agriculture and Forestry for the Prefectural Agricultural Associations and the Urban Agricultural Associations, and the Minister of Finance and the Minister of Commerce and Industry for the Central Bank of Industrial and Commercial Association and the National Reconstruction Bank" and "the Minister of Great Asiatic Affairs" ahall be amended as "the Minister of Foreign Affairs" and the said Article shall be Article 7.
In Article 20, "the Law concerning the Special Measures concerning the Munition Financing and others" shall be amended as "the Special Act relating to the Banking Law and others" and "Article 21" shall be amended as "Article 5" "except the case provided under Article 12 Item 1 and Item 4 of the said Law" and the proviso of Item 1 and Item 3 shall be subtracted and the said Article shall be Article 8.
Supplementary Provisions:
The present Ordinance shall come into force from as the day of its promulgation, provided that the parts concerning the provisions of Article 2 of the Enforcement Ordinance of the Law concerning the Special Measures for Munition Financing and others are to be applied as from April 1st, 1946.
Concerning the application of penal provisions for actions before the enforcement of the present Ordinance, shall the provisions of Article 8 and Article 22 Item 2 of the previous Law be effective and concerning the reserve funds pursuant to the provisions of Article 12 of the previous Law, shall the provisions of the said Article and the provisions of Article 2 to Article 4 inclusive of the previous Ordinance be effective, and concerning the validity of the inventory of the foundation property indicated in a single item pursuant to Article 15 of the previous Law, shall the provisions of the said Article and the provisions of Article 5 of the previous Ordinance be effective, even after the enforcement of the present Ordinance.
The provisions of Article 2 and Article 3 of the previous Law shall be effective within a limit necessary for the application of the preceding item, even after the enforcement of the present Ordinance.
