Temporary allowances within 100% of the total of basic salaries, wages or other payments of the same nature, temporary allowances under the Imperial Ordinance No. 520 1941, temporary family allowances, long service allowances and temporary price allowances, will be paid, for the time being, to government officials, non-commissioned staff, employees, lower employees and factory workers in the government.

The competent Minister, under whose jurisdiction the budget on allowances under the previous 'paragraph is appropriated, will consult with the Minister of Finance and decide the range of personnel to whom the allowances under the previous paragraph will be paid, the range of basic salaries or wages and other payments of the same nature, which will form the basic of calculating the allowances, the amount of those allowances, and other rules necessary for the payment of the allowances.
