朕は、樞密顧問の諮詢を經て、帝國議會の協贊を經た改定豫算に關する法律を裁可し、ここにこれを公布せしめる。
I hereby give My Sanction with the advice of the Privy Council to the Law concerning the Revised Budget, for which the concurrence of the Imperial Diet has been obtained, and order the same to be promulgated.

昭和二十一年度においては、豫算を適實簡明ならしめるため、政府は、施行豫算から不用とする費額を減じ、又必要とする費額をこれに加へ、その他昭和二十一年勅令第二百四十二號に規定する經費をこれに統合する等必要な調整を施して、改定豫算を今期の帝國議會に提出することができる。
In order to expect the exactness and simplicity of the Budget for the fiscal year of 1946-47, Government shall prepare and submit the Revised Budget to the present session of the Diet, deducting the unnecessary expenses, adding the necessary expenses togather with the expenses under the Imperial Ordinance No.242 of 1946, from or to the Acting Budget formerly decided, with other adjustment considered as inevitable.
改定豫算の成立前に、施行豫算の定額から支出した金額、豫備金支出に基いて支出した金額及び昭和二十一年勅令第二百四十二號に基いて支出した金額は、これを、改定豫算の定めるところによつて、改定豫算の定額から支出したものとみなす。
Before the approval of the Revised Budget, the amount disbursed from the Acting Budget formerly decided, the amount disbursed according to the disbursement of reserve fund and the amount disbursed under the Imperial Ordinance No.242 of 1946 will be considered as the disbursement in accordance with what is provided in relation to the Revised Budget from the estimated amount of the Revised Budget.
改定豫算には、會計法第九條の豫備金の外に、豫備費として經濟安定費を設けることができる。
In the Revised Budget above mentioned, the expenses of economic stabilization can be included as the extraordinary reserve fund, besides the ordinary one regulated under Article 9 of the Account Law.
經濟安定費は、經濟安定に關する豫算の不足を補ひ又は豫算外に生じた經濟安定に關する費用に充てるものとする。
The expenses of economic stabilization above mentioned will be allocated to meet the deficiency of expenses and new expenses out of the Budget for stabilizing economy.
經濟安定費を以て支辨したものは、年度經過後の常會において、帝國議會に提出してその承諾を求めなければならない。
As for the payments of the expenses of economic stabilization, Government shall submit the explanation to the ordinary session of The Diet after the fiscal year to which the budget belongs, in order to ask the consent of it.
附　則
Supplementary Provisions:
第一項及び第二項の施行豫算には、改定豫算の成立前に成立した昭和二十一年度追加豫算があるときは、これを含むものとする。
In the Acting Budget under Paragrapls 1 and 2 of the law, supplementary budget for the fiscal year of 1946, which may be formed before the approval of the Revised Budget, shall be included.
昭和二十一年度における豫算超過又は豫算外の支出にかかるものは、改定豫算の提出に伴つて、會計法第十條の規定にかかはらず、今期の帝國議會に提出して、その承諾を求めなければならない。
As for the disbursement of the expenditure over and out of the appropriation of the Budget, for the fiscal year of 1946-47, they shall be submitted to the present session of the Diet for approbation, in accordance with the presentation of the Revised Budget thereto, regardless of the provision under Article 10 of the Account Law.
