I hereby give My Sanction with the consent of the Imperial Diet to the Law concerning the partial amendments of the Mail Law and cause the same to be promulgated.

The Mail Law shall be amended as follows:
Paragraph 1 of Article 18 shall be amended as follows:
The classification and postage rates of ordinary mail matters are as follows;postage rates,however, may be reduced as provided for by ordinance.
1st class mail matter
Letters
Each 20 grams or fraction thereof
30 sen
2nd class mail matter
Post cards
Single post card
15 sen
Post card with reply paid
30 sen
Letter card
30 sen
3rd class mail matter
Periodicals to be published more than once a month
Each 100 grams or fraction thereof
15 sen
4th class mail matter
Books, printed matter, commercial papers, photographs, writings, pictures, drawings, samples or patterns of merchandise, natural history specimens

5th class mail matter
Agricultural seeds
Each 100 grams or fraction thereof
5 sen
Supplementary Provision:
The date of enforcement of this Law shall be fixed by Imperial Ordinance.
