戦後の復興と国民生活の安定のため、通信施設の整備と正常な運行の確保が急務となっている。しかし、物価高騰により通信事業の運営経費が大幅に増加する一方、戦災などの影響で事業収入の増加が見込めない状況にある。そこで、事業運営の合理化による経費節減や公債発行による戦災復旧費の支弁を行うものの、なお不足する部分については通信料金の値上げによる補填が不可避となった。電信電話料金は既に値上げを実施したが、葉書・封書等の通常郵便物の料金値上げには法改正が必要なため、本法案を提出するものである。
