SUBJECT | Revision of Sterling Rates via Cable and Wireless, Limited, and Great Northern Telegraph Company Circuits. |
1. Effective at 0001 hours Japan time, 1 October 1949, the following memoranda to the Japanese Government are rescinded:

b. AG 311.23 (20 Aug 47)CCS SCAPIN 1765, 20 August 1947, subject: Expansion of Radiotelegraph Service Between Japan and British Commonwealth Areas, as amended.
c. AG 311.23 (16 Oct 47)CCS, SCAPIN 1803, 16 October 1947, subject: Expansion of Radiotelegraph Service to Egypt via Osaka-Colombo Circuit.
d. AG 676.3 (3 Nov 47)CCS, SCAPIN 1811/1, 8 November 1948, subject: Operation of Great Northern Telegraph Company Cable Station and Facilities at Nagasaki.
e. AG 311.23 (28 Feb 48)CCS, SCAPIN l866, 28 February 1948, subject: Establishment and Operation of Direct Radiotelegraph Circuit Between Japan and Hong Kong, as amended.
2. The telecommunications services covered by the above reference memoranda and the rules and regulations governing the provision of such services, and the applicable rates and division of revenue contained therein will form the basis for continued operation of such services except as may be hereinafter, or in the future, modified.
3. Simultaneously with the above rescissions, the Japanese Government is authorized to increase rates for all outbound telecommunications services from Japan which are quoted in English pounds sterling. The ratio of increase will be 1.439 times the rates which were in effect on 30 September 1949. Cable and Wireless, Limited, and The Great Northern Telegraph Company will account in both directions on the basis of the higher Japanese collections with corresponding higher proportions accruing to each administration as from 1 October 1949.
4. The rates quoted in U. S. dollar currency, contained in inclosure to SCAPIN 1811/1 will be continued on a current basis by the Ministry of Telecommunications, or in accordance with any subsequent changes in tariffs that may he agreed upon by the administrations concerned, with the concurrence of Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers. For the purpose of computing the U.S. dollar amount due to the Ministry of Telecommunications, the Great Northern Telegraph Company will use the ratio of one penny equals $0.01166.
5. Current records, showing the locations of Public Acceptance Offices of the Ministry of Telecommunications where service is now, or may become available, with telegram charges payable in sterling will be maintained by the Ministry. The amount in British Armed Forces Special Vouchers (BAFSV's) retained at each Public Acceptance Office for change making purposes will be at the discretion of the Ministry but must be withheld from the Ministry of Telecommunications' share of the revenue derived from prepaid telegrams.
6. The Japanese Government, Ministry of Telecommunications, will continue to follow established policy and procedure with respect to all operating and accounting matters pertaining to the subject services, including the maintenance of existing services, acceptance and routing of traffic and settlement of accounts, and will continue to compile and make available to General Headquarters, Supreme Commander for the Allied Powers, operating and accounting information pertinent to the subject services.
7. Direct communication between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, and the Ministry of Telecommunications, concerning matters within the scope of this memorandum, is authorized.
