SUBJECT | Establishment and Operation of Direct Radiotelegraph Circuit Between Japan and Hong Kong. |
1. Reference is made to memoranda for the Japanese Government as follows:
a. File AG 311.23 (12 Aug 47)CCS, SCAPIN 1762, dated 12 August 1947, subject: Osaka-Colombo Radiotelegraph Circuit, as amended.
b. File AG 311.23 (20 Aug 47)CCS, SCAPIN 1765, dated 20 August 1947, subject: Expansion of Radiotelegraph Service Between Japan and British Commonwealth Areas, as amended.
c. File AG 311.22 (29 Sep 47)CCS, SCAPIN 1786, dated 29 September 1947, subject: Provision of Payment for International Messages Filed by Boeki Cho (Japanese Board of Trade).
2. Effective 1 March 1948, the Japanese Government will establish and operate a direct radiotelegraph service between Japan and Hong Kong in accordance with the provisions herein set forth. This service supplements that already in operation via the Osaka-Colombo circuit, reference 1b above.
3. The terminal in Japan will be in Osaka. The Hong Kong terminal will be operated by Cable and Wireless Limited. The circuit will be operated between the hours of 0000 GMT and 1200 GMT daily, or until such time as traffic has been cleared in both directions.
4. For the present, only traffic destined for Hong Kong on the one side, and Japan on the other will be handled over the direct Japan-Hong Kong circuit with the exception that traffic may be diverted from the Osaka-Colombo circuit to the Osaka-Hong Kong circuit in the event such diversion ion becomes necessary to minimize delays. Any traffic so diverted will carry normal Osaka-Colombo prefixes and for accounting purposes will be considered as having been handled over the Osaka-Colombo circuit. Message classifications authorized between Japan and Hong Kong are:

5. That part of inclosure 2 of SCAPIN 1765/3 quoting a uniform rate for SCM services to all countries in the British Commonwealth will not apply to Hong Kong. Rates per word, terminal changes applicable and division of revenue between the Japanese Ministry of Communications and Cable and Wireless Ltd. for SCM, EFM, full rate, press and British Commonwealth Government messages authorized in this memorandum are shown below. Rates for CDE, LC and NLT classifications are proportionate and will be 60%, 50% and 33-1/3% respectively of the charges per full rate word. The total charges on each message will be rounded out to the nearest three pence (3d) or multiple thereof.

6. All other provisions of the reference memoranda pertaining to the acceptance and handling of radiotelegraph messages, settlement of accounts, and payment of revenue accruing to the Ministry of Communications and the British carrier, as defined in references 1a and 1c above, will apply on the direct Osaka-Hong Kong circuit.
7. Direct communication within the scope of this memorandum is authorized between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers, the General Accounting Section, General Headquarters, Supreme Commander for the Allied Powers or the British Transfer Agent and the Ministry of Communications.
