SUBJECT | Inauguration of EFM, SCM, Private, Government and Press Message Service between Japan and the Hawaiian Islands. |
1. This memorandum is to confirm the verbal instructions of General Headquarters, Supreme Commander for the Allied Powers, to the Japanese Board of Communications regarding inauguration of radio telegraph service between Japan and the Hawaiian Islands on 7 May 1946. Transmission and reception of EFM, SCM, Private, Government and Press messages was directed under the provisions hereinafter set forth.
2. Definitions. a. SCM (Sender Composition Message) is a message freely composed by the sender, from or to military or accredited civilian personnel, and shall be sent prepaid from Japan and the Hawaiian Islands.
b. Private Message is one including commercial and/or personal contents, and shall be sent collect (receiver to pay), from Japan, and shall be sent prepaid from the Hawaiian Islands. This service is available only to non-accredited persons, firms and corporations located in Japan who are specially authorized by the Supreme Commander for the Allied Powers to send and receive messages over the radio telegraph circuits between Japan and San Francisco.
c. Accredited Personnel, for the purpose of this memorandum, is defined as those persons in Japan having APO or FPO addresses, or the equivalent addresses of personnel of allied powers jointly occupying Japan.
d. Non-accredited Personnel are those not having addresses as stated in paragraph c above.
3. The Procedures relating to censorship, the "beyond" rates in Japan, acceptance and places of acceptance of messages in Japan, delivery of messages, and Financial settlements, shall be the same as those in effect (or which may in the future become effective) for messages passing between Japan and the continental United States.
4. Messages between Japan and Hawaii will be handled over the Tokyo-San Francisco and Tokyo-Los Angeles circuits, and thence relayed to the Hawaiian Islands. Until otherwise advised, Press Wireless, Inc. is authorized to handle only Press and Urgent Press messages between Japan and the Hawaiian Islands, and none of the other message service mentioned. Mackay Radio and Telegraph Company, Inc., and RCA Communications Inc., are authorized to handle all message services, between Japan and the Hawaiian Islands as presently handled between Japan and the United States.
5. Japan's share of revenue on all classes of messages shall be the same as for message handled between Tokyo and San Francisco and Los Angeles, California.
6. The rate schedules applicable (expressed in terms of yen) will be as follows:

MEMORANDUM:
SUBJECT: Information of General Application Pertaining to Directive SCAPIN - 1009, file AG 311.22 (8 Jun 46 )CCS, this Headquarters, dated 8 Jun 46, subject: "Inauguration of EFM, SCM, Private, Government and Press Message Service Between Japan and Hawaiian Islands".
1. With reference to subject memorandum, the following is published for the information of all concerted.
2. Radio telegraph services has been inaugurated between Japan and the Hawaiian Islands on the same basis as between Japan and continental United States to meet the substantial demand for direct communication service between these areas.
3. Private messages were made a separate classification to provide communication facilities for commercial companies now in Japan upon the invitation of the Occupation Forces.
4. The rates for service between the Tokyo area and Oahu Island are the same as are now in effect between the Tokyo area and San Francisco and Los Angeles. An additional charge has been made per word for service between Tokyo area and the islands of Hawaii, Kauai, Lanai, Maui and Molokai of the Hawaiian Islands group. This was done to compensate the communications system operating in the Islands for relaying messages from Honolulu to the outlying islands. No additional charge, however, is applicable to EFM Messages.
5. Surveillance by the Occupation Forces will be that required to insure proper handling, routing and delivery of the messages described in reference SCAPIN.
6. Command instructions pertaining to the execution of surveillance will follow through command channels.
