SUBJECT | Establishment of Expeditionary Force Message Service Between the United States and the Tokyo-Yokohama Areas. |
The establishment by the Imperial Japanese Government of Expeditionary Force Message Service between the United States and the Tokyo-Yokohama Areas is desired.
The fixed texts authorized for messages of this character have been furnished to the Japanese Communication Board (Mr. Sugiyama) by the Chief Signal Officer of this headquarters. It is desired that these messages be handled without discrimination over the communication channels now being operated with RCAC, Mackay and Press Wireless.
The fixed EFM charge is nine(9) yen per message and this amount will be paid to you in cash by individuals using this service. Advice will be paid to you in cash by individuals using this service. Advice has been received from the United States that six (6) yen normally accrues to the American carriers and three (3) yen to foreign carriers. Convenient locations will be established for the receipt of these messages.
The Commanding General, Eighth U. S. Army, is establishing a Finance Office in Tokyo for the purpose of collecting and forwarding to American carriers their share of the EFM charges. Statements of the number of EFM messages transmitted to and received from each American carrier will be furnished Commanding General, Eighth U. S. Army or his authorized representatives at such intervals as he may direct.
