SUBJECT | Property Produced in Occupied Areas. |
1. Reference is made to the following memoranda to the Japanese Government from General Headquarters, Supreme Commander for the Allied Powers:
a. File AG 386.3 (19 Apr 46) CPC, SCAPIN 885, 19 April 1946, subject, “Impounding and Reporting of Looted Property”;
b. File AG 386.6 (25 Jul 46) CPC/FP, SCAPIN 1083, 25 July 1946, subject, “Custody, Shipment and Storage of Looted Property.”
2. The Japanese Government is directed to impound, in compliance with reference 1a above, all property now in Japan which according to the markings found thereon was produced in areas occupied by the Japanese armed forces during the war. The above shall apply in particular, but not by way of limitation, to all base metals in ingot form, such as tin, lead, copper, and zinc.
3. The above shall not apply in cases where definite proof can be furnished that said properties were imported from a couutry prior to its occupation by Japanese forces or following the termination of the war.
4. The Japanese Government is further directed to store all the property impounded as a result of paragraph 2 above in looted property warehouses in compliance with reference 1b above. In cases where such storage seems impractical, application for storage elsewhere must be made specifically to General Headquarters, Supreme Commander for the Allied Powers, Civil Property Custodian.
5. The Japanese Government is also directed to submit by 15 June 1948 a detailed report on the property thus impounded containing the following information:
a. Type of property;
b. Quantity in weight;
c. Markings and explanation thereof;
d. Last owner;
e. Present storage place.
6. Upon completion of the above report the Japanese Government will coordinate with General Headquarters, Supreme Commander for the Allied Powers, Civil Property Custodian, Comptroller Division, Accounts Branch, in assigning CPC numbers to the subject property.
