SUBJECT | Concentration of Base Metals Impounded under SCAPIN 1878 |
1. Reference is made to the following memoranda to the Japanese Government, from General Headquarters, Supreme Commander for the Allied powers:
a. File AG 410.2(7 Apr 48)CPC/FP, SCAPIN 1878, 7 April 1948, subject, "property produced in Occupied Areas"
b. File AG 386.6(7 Apr 48)CPC/LP, SCAPIN 1878/2, 4 September 1948, subject, "Concentration of Looted Raw Materials impounded Under SCAPIN 1878"
c. File AG 140(3 Aug 48)CPC/CD, SCAPIN 5888-4, 3 August 1948, subject, "Establishment of a Uniform System of Records for warehoused property," as amended.
2. The property affected by paragraph 3, reference 1b, is exempted from the provisions of this directive.
3. The Japanese Government is directed to concentrate and store as hereinafter directed, all other base metals presently impounded under the provisions of reference 1, which are not presently stored in a looted property warehouse, as follows:
a. All base metals in the Osaka area which can be handled solely by truck will be stored in the Osaka Arsenal Looted Property warehouse
b. All other base metals will be stored in the open storage areas of the Kurihama Looted Property Warehouse.
4. Before moving any of the property affected hereby from the locations at which it is impounded, the Japanese Government will:
a. Coordinate with the Civil Property custodian, Comptroller Division, Accounts Branch, on the issuance of CPC numbers, and
b. paint the CPC number so issued on each individual ingot or parcel.
5. Appropriate records with respect to warehousing will be kept and maintained in accordance with the provisions of reference 1c, and to facilitate the inventorying and physical handling of subject property, all rail movements will be scheduled so as to prevent congestion on rail sidings at Kurihama, or at switching yards leading thereto.
6. Direct communication between the appropriate agencies of the Japanese Government, and General Headquarters, Supreme Commander for the Allied Powers, Civil Property Custodian, is hereby authorized to implement the concentration and storage of subject property in accordance with the provisions above.
7. The concentration and storage hereby directed will be completed by 15 December 1948.
