THE IMPERIAL JAPANESE GOVERNMENT.

SUBJECT

Extension of Press Wireless Service to Include VLT Messages.

1. Your attention is directed to the following:
a. Effective at once, Press Wireless, Inc., is authorized to handle VLT messages between Japan and the United States in Addition to EFM and Press messages.
b. All VLT messages originating in Japan addressed to Los Angeles, California will be routed over the circuit of Press Wireless, Inc.
c. The rates per word to Los Angeles for VLT messages handled over the Press wireless circuit will be one yen.
d. Every effort is to be made to apportion the total volume of VLT traffic to the United States equally between the three (3) American Carriers, i.e. Mackay Radio and Telegraph Company, Inc., Press Wireless, Inc., and RCA Communications, Inc.

SUBJECT : Information of General Application pertaining to Directive Number (SCAPIN 959), file AG 311.22 (17 May 46) CCS, General Headquarters, Supreme Commander for the Allied Powers, 17 May 1946.
1. With reference to Memorandum Number (SCAPIN 959) this headquarters to the Imperial Japanese Government, the following is published for the information of all concerned.
2. The purpose of this directive is to inform the Imperial Japanese Government that Press Wireless Inc., is now authorized to handle VLT messages between Japan and the United States and sets forth the conditions for routing VLT messages.
3. Prior to issuance of referenced SCAPIN the Imperial Japanese Government was required to route all VLT messages via RCA Communications and Mackay Radio and Telegraph Company. The total volume of VLT messages to the United States will now be divided equally among the three American companies.
4. The Occupation Forces will provide the same routine surveillance as now being provided for all foreign commercial telegraph operations in Japan.
5. Command instructions pertaining to execution of surveillance will follow through command channels.
