1. Reference is made to the following memoranda for the Japanese Government from General Headquarters, SCAP:

2. The Hayashikane Company, Ltd. and its subsidiaries listed below, are hereby added to the Schedule of Restricted Concerns referred to in paragraph 1c, above:

1. Pursuant to the policy set forth in JCS directive 1380/15, 3 November 1945, investigations are being made of concerns which are not listed on inclosure to SCAP Memorandum AG 004 (8 Dec 45) ESS/AC (SCAPIN 403), subject: "Establishment of a Schedule of Restricted Concerns," or subsequent additions thereto.
2. The Hayashikane Company, Ltd with a capitalization of \25,000,000 and total assets of \107,347,324.98 as of 31 July 1946, functioned chiefly as an operating company during the period from 1924 to 1943 in all branches of the fishing industry, including whaling enterprises, shipbuilding, cold storage and the manufacture of ice, salt, and marine supplies. Its expansion has been chiefly due to the establishment of new concerns and amalgamations with other companies. This company at the present time has a predominate position in the fishing industry as a whole. Promptly after the repeal of the 1942 Aquatic Products Control Ordinance, under the National Mobilization Law in 1945, the Taijo Fishing Company, Ltd. was established for the purpose of carrying on all industrial operations of the parent company, Hayashikane Co., Ltd. and was capitalized at \60,000,000.
3. Hayashikane Company, Ltd, owns more than ten (10) percent of the following companies' capital stock:

4. Based on the above facts and in compliance with JCS directive referred to in paragraph 1, above, the Hayashikane Company, Ltd, and its subsidiaries, as listed in paragraph 3, above, should be added to the Schedule of Restricted Concerns referred to in first paragraph of this memorandum.
5. This is an administrative matter and no surveillance by the Eighth Army is required.
6. The interests of USAFIK are not concerned.
