MEMORANDUM FOR	JAPANESE GOVERNMENT.
THROUGH	Central Liaison Office, Tokyo.
SUBJECT	Repatriation of German and Austrian Nationals

1. References.
a. Nominal rolls of German and Austrian nationals to be repatriated, as follows: (Inclosure No. 1).
(1) Part I - Objectionable German nationals subject to forcible repatriation.
(2) Part II - German nationals formerly having diplomatic status.
(3) Part III - Non-objectionable German and Austrian nationals desiring repatriation.
b. Medical and Sanitary Procedures (Inclosure No. 2).
c. Property Regulations and Procedures (Inclosure No. 3).
2. The Japanese Government will carry out instructions contained in this memorandum and inclosures thereto effect the repatriation of persons listed in Inclosure No. 1 as follows:
a. Appoint an English speaking Japanese custodian for each family and for each individual not a member of a family as listed in Part I, Inclosure No. 1 (Objectional German nationals subject to forcible repatriation). The Japanese Government will be responsible for maintenance of custodians during the period they are on duty. Custodians will:
(1) Be available to inventory all property and will be in position during daylight hours to prevent removal of property from the premises.
(2) Move in and live on the premises when so directed by officers in charge of Eighth United States Army inspecting teams, at which time custodians will assume custody of all property, movable and immovable. They will not move in and live on the premises prior to departure of the repatriates except upon specific orders of officers in charge of inspecting teams.
(3) Guard and conserve property and process it in accord with instructions contained in Inclosure No. 3.
b. Appoint an English speaking Japanese custodian for each family and for each individual not a member of a family as listed in Part II, Inclosure No. 1 (German nationals formerly having diplomatic status). Custodians will:
(1) Together with the owner and a representative of the United States Eighth Army inventory all property which the former diplomats desire to leave behind.
(2) Upon departure of the repatriates, move in and live on the premises, and assume custody of all property left behind by the repatriates. This will be done when directed by the officer in charge, Eighth United States Army inspecting team.
(3) Guard and conserve property and process it in accord with instructions contained in Inclosure No. 3.
c. Provide transportation for repatriates listed in Inclosure No.1 and baggage authorized to accompany them (see Inclosure No. 3) from their present addresses to the reception center at Nagahama. Transportation will be arranged so that the repatriates will arrive at the reception center in numbers and on dates as specified by the Commanding General, Eighth United States Army.
d. Subsist, maintain and provide adequate medical care for all repatriates during movement to and during their stay at the reception center. Initially, a minimum of one week’s supply of western style rations for each repatriate will be available at the reception center, and additional amounts will be furnished as required.
3. The Commanding General, Eighth United States Army, has been authorized to exempt from repatriation;
a. Japanese wives and children who desire to remain in Japan.
b. Those nationals who, upon examination by United States Army or Allied medical authorities, are considered physically unfit to travel. Immediately upon notification of repatriation, each repatriate will be informed of this, and if unfit for travel will be directed to report to the nearest military government unit for physical examination. In the event that any member of a family is exempted due to physical or mental infirmities, all members of that immediate family, including mother, father, dependent children and other dependents will be exempted also. Report will be made immediately to Supreme Commander for the Allied Powers of any personnel exempted from repatriation for above reasons.
4. The Japanese Government will carry out the instructions contained in this memorandum and inclosures thereto under the supervision and administrative direction of the Commanding General, Eighth United States Army. A liaison agent from the Central Liaison Office will be designated to report to the Commanding General, Eighth United States Army upon receipt of this memorandum to effect direct liaison between the Japanese Government and the Eighth United States Army until the completion of repatriation of the foreign nationals listed in Inclosure No. 1.
5. Upon completion of this repatriation, the Japanese Government will report immediately to the Supreme Commander for the Allied Powers the names of all persons repatriated and persons whose names appear in Inclosure No.1, but who were not repatriated, with reasons therefor in each case.
