Housing Program for Occupation Forces and Their Dependents

1. References:

2. Reference 1a and 1b, above, set forth the requirements for family housing for the Occupation Forces and their dependents during Japanese Fiscal Year 1946 and established the procedures to be followed pursuant to this program. The provisions of references 1a and 1b remain in effect except as modified by reference 1c.
3. a. By the end of Japaneses Fiscal Year 1946, the Imperial Japanese Government had been dirceted to make available to the Occupation Forces housing units for approximately 11,315 family groups. These housing units include requisitioned residences, apartment houses and newly constructed units in housing projects.
b. In addition to the foregoing it is anticipated that demands will be placed upon the Imperial Japanese Government for approximately 6,100 housing units in Japanese Fiscal Year 1947. These demands will be progressive during the fiscal year in accordance with new construction schedules and rehabilitation projects for requisitioned housing of all types.
4. a. Under the terms of reference 1b, above, the Imperial Japanese Government was directed to expedite production and delivery of such materials, supplies, equipments, and furnishings as were necessary to meet the requirements of the construction agency. Production schedules will be continued for all items required to complete the additional housing units (approximately 6,100) for Fiscal Year 1947.
b. The production of these items has not kept fully abreast of requirements during the Fiscal Year 1946. Although production has increased recently, it does not fully satisfy all demands. Deficiencies still exist in essenital items. It is, therefore, necessary, that production schedules be accelerated to meet all housing requirements.
c. A report of progress in arranging for and accomplishing this program will be delivered to the Commanding General, Eighth Army, with information copy to General Headquarters, Supreme Commander for the Allied Powers on Monday of each week.
5. The Commanding General, Eighth Army, will continue to supervise the production and construction program, determine the numbers and types of structures to be rehabilitated or constructed, establish the rates at which housing will be made availale, and furnish the necessary plans and specifications therefor.
