MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Central Liaison Office, Tokyo.

Subject

Housing Program for Occupation Forces and Their Dependents.

1. It is anticipated that demands for family housing will be placed against the Imperial Japanese Government during 1946 sufficient to accommodate approximately 20,000 family groups. These demands will be progressive during the balance of the year. In order to meet these demands, construction of housing communities and rehabilitation of existing buildings which is being and has been accomplished through the use of Japanese contractors and laborers, will continue. In order that the family housing provided will be suitable for occupancy by the Allied Forces, the Commanding General, Eighth United States Army will furnish plans and specifications for such housing communities and for such rehabilitation of existing buildings as may be planned.
2. The Imperial Japanese Government should be prepared to execute the following in order to meet the need for family housing:
a. Produce the materials, supplies and equipment required.
b. Deliver such materials, supplies and equipment to storage sites.
c. Store and safeguard the items until such time as delivery is made to the construction agency.
d. Expedite the production and delivery of materials, supplies and equipment to meet the requirements of the construction agency.
e. Furnish contractors or construction agencies as may be necessary for the entire program as outlined in paragraph 1 above, and furnish all supervision and labor necessary to execute the construction of family housing and related facilities.
f. Maintain and service such apartment buildings, family housing units, and communities as may be rehabilitated or constructed.
3. An organization or agency should be established by the Imperial Japanese Government which can plan and direct the expeditions execution of this program. This organization or agency should have an office available at all times for liaison with representatives of the General Headquarters of the Supreme Commander for the Allied Powers, and should in addition, establish local offices and facilities for direct liaison with local military commanders at or near the major construction sites. The agency should be so organized that it will have direct relations with the highest responsible individuals in the various ministries of the Imperial Japanese Government who have control over the production, transportation, and storage of the various items needed, as well as control of the hiring and direction of labor.
4. In anticipation of the early need for family housing, the production, assembly and storage of the materials, supplies, and equipment needed should be initiated at the earliest possible date so that the construction may be commenced and completed with the greatest rapidity. Inclosed herewith are two (2) approximate bills of materials which give some indication of the types and quantities of items which should be obtained. These lists should not be considered as final, and are furnished only as an indication of the scope of the production involved in order that immediate action may be taken to initiate production.
5. A report of progress in arranging for and accomplishing the production program outlined herein will be delivered to the Commanding General, Eighth United States Army with information copy to General Headquarters, Supreme Commander for the Allied Powers, on Monday of each week.
