1. Refernce is made to memorandum, General Headquarters, Supreme Commander for the Allied Powers, file AG 411 (6 Mar 46) CE-GD, (SCAPIN 799), dated 6 March 1916, subject as above.
2. The Commanding General, Eighth Army, has been delegated authority and responsibiltiy for supervision of the entire production and construction program outlined in the above referenced memorandum.
3. a. The agency to be established in accordance with paragraph 3 of the above referenced memorandum will report directly to the Commanding General, Eighth Army, or his designated representative, and will receive from him instructions governing the renovation or rehabilitation of existing buildings, the construction of new housing, and the equipment and maintenance of family housing and related facilities for members of the occupation forces and their dependents.
b. Pending the issuance of detailed instructions by the Commanding General, Eighth Army, it is desired that branch offices of the agency referred to in paragraph (a) above be set up at Sendai, Yokohama, Kyoto, and Kure for the prosecution of the work in the respective areas. These branch offices will coordinate procurement and construction with corps or equivalent command headquarters in their respective locations. These branch offices will set up liaison groups at each construction project as later directed by the Commanding General, Eighth Army. It is also desired that main supply depots be set up at Yokohama and Osaka for the funnelling of supplies to the various areas. Intermediate supply depots will be set up as later directed by the Commanding General, Eighth Army.
4. In accordances with general policies furnished him separately, the Commanding General, Eighth Army has been authorized to determine the numbers and types of structures to be rehabilitated or constructed to meet the needs of this program and to establish the rate at which such facilities will be made available. Conflicts between such requirements and those of the Imperial Japanese Government for its rehabilitation program will be referred to the Supreme Commander for the Allied Powers through the Commanding General, Eighth Army; pending receipt of a decision in any such case, the work directed by the Commanding General, Eighth Army, will be undertaken.
