MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

Subject

Procedure for the Export of Samples

1. The procedure outlined below shall be followed in arranging for the export of samples of goods from Japan. The license for the export of samples will be requested by submitting a Form IE 300. Application to export samples can henceforth be made with or without having previously sumitted a Form IE 100. This procedure has been correlated with the approved export procedure. Reference is made to Memoranda for the Imperial Japanese Government from General Headquarters, Supreme Commander for the Allied Powers, AG 091.31 (16 Jul 46) ESS/IE, (SCAPIN 1065), dated 16 July 1946, subject: Export Procedure and AG 091.31 (14 March 46) ESS/IE, (SCAPIN 814), dated 14 March 1946, stbject: Export Procedure. This directive revokes paragraph seven of the latter Memorandum.
2. Samples shall be selected as mutually agreed between the delegated commodity officer of Foreign Trade Division and the representative of the Imperial Japanese Government or its agency. Samples which would be easily changed, such as foodstuffs, should be sealed in the presence of the Commodity officer and representative of the Imperial Japanese Government whenever possible.
3. Samples, in usual commercial quantities, will be packed for export by the Imperial Japanese Government or its official agency. At least one (1) sample, identical to the samples packed for exports will be lept by the Imperial Japanese Government or its official agency and will be available to General Headquarters, Supreme Commander for the Allied Powers at all times on request.
4. One or more commodities offered by one or more manufacturers or suppliers may be submitted on one (1) Form IE 300 providing the proposed shipment of samples can be assembled under one (1) of the Commodity Classification Groups listed below:
1. Chemicals and Related products
2. Drugs and Health Supplies
3. Fuels and Allied Products
4. Metals and Minerals
5. Condiments and Miscellaneous Foods
6. Fish and Fish Products
7. Grains and Cereals
8. Tea and Beverages
9. Ceramics and Glass Products
10. Handicrafts
11. Light Manufactures
12. Lumber, Paper and Building Materials
13. Machinery and Equipment
14. Rubber and Rubber Products
15. Cotton
16. Hides, Leather and Fur
17. Miscellaneous Fibres
18. Silk
19. Rayon
20. Wool
21. Textile Machinery
5. When the export sample or samples are packed and ready for export, representatives of the Imperial Japanese Government or its official agency shall submit ten (10) copies of an Application to Deliver Samples for Export (Form IE300) to the Foreign Trade Division.
6. Instructions for filling out the Specific Blocks of Form IE 300:
Block 1. Reference Number of Boeki cho.
Block 2. Group Number referred to in paragraph 4 above.
Block 3. Self explanatory.
Block 4. Detailed information for each Sample.
(a) For identification purposes item numbers for textile samples will continue to bear the Japanese swatch number. Item numbers for Samples of all other commodities will continue to be derived from the Bote Number of the IE 100 previously submitted or the Bote Number earmarked for the IE 100 which will be requested at a later date if sales prospects warrant.

7. The following information will be attached to three (3) copies of Form IE 300 for all items against which a Form IE 100 has not been submitted:
1. Date.
2. Item number.
3. Detailed description of item.
4. FOB Japan port price.
5. 1932 - 1936 FOB Japan port price.
6. Total quantity.
7. Available stock.
8. Monthly production.
9. Necessary raw materials and operating supplies.
10. Manufacturer.
11. Manufacturers agent (if any).
12. Board of Trade’s agent.
13. Proposed packing.
14. Former importers and consumers to the extent known.
8. Attachment 1 - Draft of Form IE 300 (Application to Deliver Samples for Export). This sample may be reproduced.

1. This directive establishes the basis for all Japanese export of samples and defines the responsibility of the Imperial Japanese Government when submitting applications for permission to prepare samples and to deliver samples for export. It sets forth the procedures to be followed by the Imperial Japanese Government in connection with export of samples from Japan. This procedure has been correlated with the approved export procedure reference is made to memoranda for the Imperial Japanese Government General Headquarters, Supreme Commander for the Allied Powers, AG 091.31 (16 July 46) ESS/IE, (SCAPIN 1065), dated 16 July 1946, subject: Export Procedure and AG 091.31 (14 March 46) ESS/IE, (SCAPIN 814), dated 14 March 1946, subject: Export Procedure.
2. The license for export of samples will be requested by submitting a Form IE 300 which will serve the following purposes:
(a) Will replace both Forms IE 100 and LE 200 unless a Form IE 100 has previously been submitted.
(b) Will provide for samples of a related nature to be grouped on a single application.
(c) Will permit the shipment of samples submitted by (1) one or more manufacturers, suppliers or agents on (1) one application.
