MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

THROUGH

Subject

Resumption of International Postal Service between Japan and all other Countries.

1. Reference is made to memorandum from the Supreme Commander for the Allied Powers, (SCAPIN 1177), file AG 311.1, (5 Sept. 46) CCS, dated 5 September 1946, subject: “Resumption of International Postal Service between Japan and all other Countries except Germany.”
2. Paragraph 1 of the reference memorandum is rescinded and the following substituted therefor:
“1. International postal service between Japan and all other countries is authorized effective 2 January 1947 subject to the following provisions:
“a. The service will be restricted to postal cards (including reply cards) and letters to and from Japan; one-way gift parcel post to Japan, and the mailing from Japan of such scientific and professional publications as may be approved by the Supreme Commander for the Allied Powers.
“b. Communications on postal cards and in letters will be restricted to personal and family messages, and to businss, financial, and commercial correspondence, limited to ascertainment of facts and exchange of information, and subject to the following prohibitions:
“(1) Letters authorizing or effecting specific financial and commercial transactions.
“(2) Letters containing instructions or authorizations which effect property and financial transactions.
“(3) Letters which contain currency, securities, checks, drafts, payment orders or other financial instruments.
“c. Communications on postal cards and in letters must be written in Chinese, English, French, Japanese, Korean, Portuguese, Russian, or Spanish.
“d. Gift parcels to Japan will be limited to eleven pounds in weight and contents will be restricted to relief items such as non-perishable foods, clothing, soap, and mailable medicines.”
