MEMORANDUM FOR

IMPERIAL JAPANESE GOVERNMENT.

Subject

Resumption of International Postal Service between Japan and all other Countries except Germany.

1. Resumption of International Postal Service between Japan and all other countries, except Germany, is authorized effective 10 September 1946 subject to the following provisions:
a. The service will be restricted to postal cards to and from Japan; one-way gift parcel post to Japan; and the mailing from Japan of such scientific and professional publications as may be approved by the Supreme Commander for the Allied Powers.
b. Communications on postal cards must be of a personal or family nature written in Chinese, English, French, Japanese, Korean, Russian, or Spanish. Letters (other than official mail pertaining to repatriation) and commercial and financial communications are prohibited.
c. Gift parcels to Japan will be limited to eleven pounds in weight and contents will be restricted to relief items such as non-perishable foods, clothing, soap, and mailable medicines.
2. The regular-mail service will be governed by the provisions of the Universal Postal Union Convention of Buenos Aires, of 23 May 1939. The maintenance of records essential to settlement of accounts under the conditions of the Universal Postal Union Convention and the preparation of accounts for settlement will be the responsibility of the Japanese Government.
3. Parcel post service, as authorized, will be operated by the Japanese Government under the terms of the bilateral or other agreements in effect between Japan and the respective countries at the time the service was suspended. The maintenance of records and preparation of the accounts required under the terms of the various agreements will be the responsibility of the Japanese Government.
4. Amounts due Japan from the United States on bills for parcel post terminal charges will be deposited in the United States Treasury trust fund receipt account “Deposits, proceeds of remittances to and exports from occupied areas” symbol 218905.1 Japan. Payments due from Japan in connection with international postal services will be made from that trust fund account upon recommendation of the Supreme Commander for the Allied Powers. Statements of such accounts will be prepared under direction of the Ministry of Communications. Imperial Japanese Government and certified to the Supreme Commander for the Allied Powers.
5. International mails will be dispatched from Japan on Japanese, or vessels of any other registration, excepting those of German registry.
6. All incoming and outgoing International Mail will be subject to censorship to the extent deemed advisable by the Supreme Commander for the Allied Powers. Mail will be made available to the Civil Censorship Detachment, G-2 General Headquarters, United States Army Forces, Pacific, and submitted for censorship as directed from time to time through the liaison officer of the Ministry of Communications assigned to censorship.
7. Repatriation mail service authorized 28 October 1945, (SCAPIN 202) will be discontinued effective 10 September 1946. Thereafter all repatriation mail, including official correspondence pertaining only to repatriation of Japanese forces and Japanese Nationals, will be handled as International Mail.
8. Direct communication between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers and the Ministry of Communications is authorized concerning all matters within the scope of this memorandum.
