1. References are the following memoranda for the Japanese Government from General Headquarters, Supreme Commander for the Allied Powers, and C.L.C.O. letter:
a. AG 560 (10 Aug 48) ESS/IN, SCAPIN 1120, subject: Construction Plan of Fishing Vessels, 10 August 1946.
b. AG 560 (22 Nov 48) ESS/IN, SCAPIN 1358, subject: Construction Plan of Fishing Vessels, 22 November 1943.
c. AG 551 (14 Jul 47) ESS/IN, SCAPIN 1745, subject: Construction Plan of Steel Fishing Vessels, 14 July 1947.

2. The authorization contained in references 1a, 1b, and 1c, above, for construction of six (6) steel fishing vessels (identified in Inclosure 1, attached) is hereby cancelled.
3. The request contained in reference 1d, above, for the construction of six (6) steel fishing vessels in accordance with the specifications indicated in Inclosure 2, attached, is approved.

1. CLCO ltr #3972 (2), sub: Appl. for Permission of Change in Steel Fishing Vessel Construction Plan, 30 Nov 48, requests permission to alter the construction plan of fishing vessels formerly authorized on SCAPIN 1120, 10 Aug 45, SCAPIN 1355, 22 Nov 43, and SCAPIN 1745, 14 Jul 47.
2. It has been pointed out that since the time these vessels were authorized for construction, some difficulty had been experienced in the arrangement of finances.
3. The Min of Trans, in coordination with the Fisheries Board, endeavored to designate new owners for these vessels and has requested the original plan be altered to meet the latest requirements of the fishing industry. New owners have been allotted, the materials have been allocated and are on hand in the new designated shipyards. Financing has been arranged; none of the concerns are restricted.
4. NRS, Fisheries Div., has stated that these vessels will fit into the projected requirements for replacement of fishing vessels for 1949 and has indicated their approval of the change in the construction plan.
5. Memo for JG cancels authorization to construct 7 steel fishing vessels, totalling 1055 GT, and offers no objection to the construction of 4 steel tuna vessels, 1 fish carrier, and one steel, research and experimenting vessel, totaling 1045 FT.
