MEMORANDUM FOR

THE IMPERIAL JAPANESE GOVERNMENT.

SUBJECT

Petroleum Importation for Japanese Government, April, May, June 1946.

1. Arrangements have been made for the sale from military stocks to the Japanese Government through the Petroleum Distribution Control Company of petroleum as follows:

2. Until commercial products are available it is understood the Petroleum Distribution Control Company will receive and use kerosene for gas oil and United States Navy Special fuel oil for diesel fuel oil.
3. It is directed that on or before the 25th of each month you will submit to the office of The Supreme Commander for the Allied Powers a report in triplicate, for the previous month which will include:
a. Total stocks of each product available the first day of the month.
b. Receipts of each product from production.
c. Receipts of each product from other sources.
d. Deliveries accepted against importations authorized herein.
e. Deliveries to consumers against allocations authorized.
f. Total stocks of each product available as of the last day of the month.
4. Tentative prices ex-shore storage per not bulk barrel (42 U.S. gals.) at 60゜F are:
Gasoline U.S. $3.98
Kerosene U.S. 3.98
Gas Oil U.S. 3.98
Diesel Oil U.S. 3.74
5. Reports requested in paragraph 2 of letter of The Supreme Commander for the Allied Powers to the Imperial Japanese Government, file AG 463.7 (13 Oct 45) ESS, dated 13 October 1945, subject: "Japanese Petroleum Products", will be discontinued effective 31 March 1946.

SUBJECT : Information of General Application Pertaining to Directive Number (SCAPIN 812 ) file AG 463.7 (14 Mar 46) GD this Headquarters, dated 14 March 46, subject: "Petroleum Importation for Japanese Government, April, May and June 1946".
1. With reference to Memorandum Number (SCAPIN-812), this Headquarters, to the Imperial Japanese Government, the following is published for the information of all concerned.
2. Surveillance required is indicated in letter of Commanding General United States Army Forces Pacific, to Commanding General United States Eighth Army, file AG 463,7 (12 Mar 46 ) GD dated 12 March 46, subject "Sale of Petroleum to Japanese Government."
3. Area Petroleum Officer, G-4 General Headquarters, United States Army Forces, Pacific, will exercise necessary surveillance to obtain required reports.
