Provision and Procurement of Japanese Communication Services, Facilities, Equipment, Material and Personnel. |
1. It is directed that the Japanese Ministry of Communications, in addition to services being furnished at present, provide communications services, facilities, equipment, material and personnel as follows:
a. Telephone exchange service and trunks wholly within an exchange area of a city or town which can be furnished by use of existing telephone plant as listed in Appendix I.
b. Construct and install communications facilities listed in Appendix II.
c. Long distance lines and telegraph circuits wholly within one Ministry of Communications operating bureau or division as covered in paragraph 5 below.
d. Communications personnel as listed in Appendix III.
e. All other communications services, facilities, equipment, material and personnel not covered above as directed by General Headquarters, Supreme Commander for the Allied Powers.
f. Statements of services rendered covering all communications services, facilities, equipment, material and personne furnished to the Occupation Forces throughout Japan will be prepared, consolidated and forwarded by the Ministry of Communications as provided by Appendix IV.
2. Communications services, facilities, equipment, materials, and personnel listed in Appendices I, II and III are based on estimates of future requirements and will be subject to change. Revisions and corrections found necessary will be furnished to the Ministry of Communications by General Headquarters, Supreme Commander for the Allied Powers.
3. Exchange service and trunks within the exchange area of a town or city covered by Appendix I will be furnished by local offices in accordance with communications orders placed by the Commanding Officer of the Occupation Forces therein, or by his authorized representative. A representative of the Japanese Communication System located in the city or town where service is requested will be authorized to furnish such service without approval of the operating bureau or Ministry of Communications.
4. Toll and exchange construction and installation listed in Appendix II, long distance lines and telegraph circuits wholly within one operating bureau or division (par 1c), and personnel covered by Appendix III will be provided in accordance with communications orders. These orders will be submitted direct to the operating bureau within which services desired are to be furnished, as authorized by Headquarters, Eighth Army. General Headquarters, Supreme Commander for the Allied Powers will coordinate with the Ministry of Communications in preparation of schedules and plans for furnishing facilities and personnel covered by Appendices II and III. Upon completion of these plans and schedules, directors of the operating bureaus or divisions will arrange to fulfill the demands without further approval of the Ministry of Communications, citing the communications order as authority.
5. Communications facilities provided in accordance with this memorandum do not include these required for billets and housing for Occupational Forces covered by Memorandum for Imperial Japanese Government, file AG 411 (6 Mar 46)CE-CD, (SCAPIN 799), dated 6 March 1946, subject: Housing Program for Occupation Forces and Their Dependents. Communications material and services covered by (SCAPIN 799) and supplemental correspondence are in addition to those covered by this memorandum. Statements of service rendered will refer to this memorandum for accounting purposes.
6. Direct correspondence between the Civil Communications Section, General Headquarters, Supreme Commander for the Allied Powers and the Japanese Ministry of Communications regarding technical matters within the scope of this memorandum is authorized.

APPENDIX IV
PROCEDURES GOVERNING STATEMENTS OF SERVICES RENDERED FOR JAPANESE COMMUNICATION SERVICES, EQUIPMENT, MATERIAL AND PERSONNEL
1. This Appendix covers instructions for presenting consolidated statements of services rendered for all communication services, facilities, equipment, materials and personnel furnished the occupation forces by the Japanese Government.
2. In the following paragraphs the word services includes facilities, equipment, material and personnel.
3. Separate statements of services rendered will be prepared for classes of service as outlined below:
a. Class I.
(1) Local telephone exchange service for occupation force subscribers furnished from Japanese exchanges not serving occupation forces exclusively. This includes services provided which are similar to those furnished Japanese private and business subscribers which are served from the same exchanges.
(2) Cable pairs or exchange trunks wholly within the local exchange area of a city or town. Facilities listed under this heading shall include all exchange pairs not included under a (1) above. As examples these pairs include:
(a) Trunks between central offices and PBX's.
(b) Pairs used for radio keying lines.
(c) Direct lines between buildings and headquarters.
(3) The local representative within each city or town of the Japanese communication system will prepare the statements of service rendered in tabulated form shown by Inclosure 1. These statements will then be forwarded to the operating bureau or division for consultation in similar form.
b. Class II.
(1) Provision of engineering, material and labor to construct or install exchange or long distance plant or equipment, provided for the use of the occupation force, which cannot be ultimately included in the domestic system.
(2) Statements for services rendered should not be placed until the job is completed. Upon completion, the statement should include a general description of the work done including a list of the major components of material used, and reference to the communication order authorizing it. As an example:
(a) Two kilometers 100 pair aerial cable between two occupation force headquarters at Sendai, including 50 poles, messenger and hardware.
(b) One 50 line manual switchboard in temporary occupation force headquarters at Mito, including 35 telephones.
c. Class III.
(1) Long distance lines and telegraph circuits wholly within one Ministry of Communications operating bureau or division. Statements for services rendered will be initiated at the operating bureau or division headquarters in the tabulated form shown by Inclosure 2.
(2) Long distance lines and telegraph circuits which extend beyond the boundaries of one operating bureau or division. Statements of services rendered will be prepared by the Ministry of Communications in the tabulated form shown by Inclosure 2.
(3) Long distance telephone and telegraph service of all types, such as the long distance service now furnished the occupation forces through Japanese central toll offices. Statements of services rendered will be prepared by the operating bureau and division for all points within its area providing such service.
d. Class IV.
(1) Inside plant personnel furnished by the Ministry of Communications to the occupation forces on a full time basis to work under occupation force supervision or who assist in the maintenance of occupation force installations for which the Japanese Government is not responsible.
(2) Outside plant maintenance and construction personnel furnished on a full time basis working under occupation forces supervision engaged in the construction or maintenance of occupation force facilities.

(3) Maintenance of occupation force communication installations on a full time basis for which the Japanese Government is completely responsible.
(4) All other personnel furnished on an incidental or non-recurring basis. As an example, this would include antennae construction crews furnished to perform construction for the use of and using materials furnished by the occupation force.
(5) Statements for services rendered covering personnel furnished in accordance with paragraphs (1) and (2) above will be prepared as of the last day of each month. They will show the total number of personnel for each town or city and will be consolidated by operating bureaus or divisions. These statements will further indicate the general classification of duties.
As an example the Tokyo Bureau statement would be similar to the following:

(6) Statements for services rendered for incidental or non-recurring personnel will be submitted at the end of the month during which the job is completed. These statements will include a general description of the work done and show the total number of man days involved. As an example:
Incidental and Non-Recurring Personnel for 1-31 May 46.
Tokyo Splicing Tokyo-Irumagawa.
16 March to 17 May - 1026 man days installing main frame in 1st Cav. Div. Hq.
25 April to 4 May 26 man days
Installation 100 telephone sets.
1 May to 31 May 50 man days, etc.
(7) Statements of services rendered for maintaining a complete installation (par (3)) such as the AFPAC exchange or Funabashi radio station will be prepared as of the last day of each month. They will contain a general statement as to the type of installations and give the average number of employees assigned to the job. As an example:
Maintenance of Occupation Force Installations 1 May to 31 May
Tokyo Area
Radio Transmitter Station, Funabashi 65 employees
Telephone Exchange (AFPAC) 24 employees
Telephone Exchange (Haneda) 9 employees
Etc.
4. The following procedure will be followed in preparing and submitting a consolidated statement of communications services rendered:
a. Each operating bureau or division will prepare and assemble statements for services rendered within its area as covered in paragraphs above, consolidated statements will be prepared from these detailed statements. Two copies of this statement will be translated into English and be submitted direct to a designated Signal Corps representative. The names of the Signal Corps representatives authorized to accept these statements will be furnished later. One copy of the consolidated statement will be forwarded to the Ministry of Communications and one copy will be retained in the bureau or division files.
5. The Ministry of Communications will then consolidate the operating bureau and division reports with those that are prepared by the Ministry and forward three copies of the report through the Liaison Office to Headquarters, Eighth Army, (Attn: Signal Officer), citing (SCAPIN-1299), as authority.
6. The following consolidation will be made in the statement prepared by the Ministry of Communications:
a. Class I.
(1) Show the total subscribers served within each operating bureau or division.
(2) Show total number of exchange trunks in each operating bureau or division.
(3) Show total number of telephone instruments furnished to occupation forces not included in those shown in (1) above.
b. Class II.
Total construction performed within each operating bureau or division giving totals of all jobs performed rather than listing jobs separately.
c. Class III.
(1) Total number of long distance telephone lines and total circuit mileage of facilities entirely within one operating bureau or division used exclusively by the occupation forces.
(2) Total number of telegraph circuits and total mileage of facilities within one operating bureau or division used exclusively by the occupation forces.
(3) Same as (1) for circuits extending beyond the boundaries of one operating bureau or division.
(4) Same as (2) for circuits extending beyond the boundaries of operating bureau or division.
(5) Total number of long distance telephone calls placed through Japanese long distance exchanges by operating bureaus or divisions, showing total numbers of hours and minutes the service was used. As an indication of the service rendered, the total yen value of these calls shall also be shown.
(6) Total number of EFM and SCM telegraph messages incoming from the United States delivered to point outside of Tokyo by telegraph.
d. Class IV.
(1) Total number of persons furnished and man hours worked in accordance with paragraph 2d(1), Class IV by each operating bureau or division.
(2) Total number of persons furnished and man hours worked in accordance with paragraph 2d(2), Class IV by each operating bureau or division.
(3) Total number of installations by types, and total personnel involved in maintaining them in accordance with paragraphs 2d(3), by operating bureaus or divisions.
(4) Total number of persons furnished and total man hours worked performing duties in accordance with paragraph 2d(4).
7. The detailed statements of services rendered received from the operating bureaus and divisions in accordance with the above and from which the consolidated report is prepared will be retained in the Ministry of Communications files until instructed by General Headquarters, Supreme Commander for the Allied Powers, that they are no longer required.

1. With reference to subject memorandum the following is published for the information of all concerned.
2. The subject memorandum for the Japanese Government has been issued in order to simplify procurement of communication services, facilities, equipment, material and personnel and to provide for consolidating accounts covering services rendered. It also provides a basis for advance planning necessary in order to insure that communication orders placed in the future can be filled.
3. Detailed procurement procedures to be followed and surveillance required in connection with the subject memorandum will be furnished by Headquarters, Eighth Army, in accordance with instructions to be forwarded from General Headquarters, Supreme Commander for the Allied Powers.
